<br /> 14 <br /> ! <br /> Partnering Agreement <br /> for <br /> The Former Gary Air Force Base/ <br /> San Marcos Municipal Landfill <br /> San Marcos, Texas <br /> December 15, 1993 <br /> Mission Statement <br />We, as Potentially Responsible Parties and the Regulatory Agency, <br />Texas Natural Resource Conservation Commission, are totally <br />committed'~o Phase I for resolution of the Potentially <br />Responsible Parties issues at Former Gary Air Force Base/San <br />Marcos Municipal Landfill, San Marcos, Texas. <br /> Phase I Goals and Objectives <br />1. Fill Pond. <br />2. Regrade Surface of Permitted Landfill. <br />3. Ensure Maintenance Drainage System in and Adjacent to the <br /> Landfill Area. <br />4. Relocate Heavy Equipment and Fuel Facility. <br />5. Review Existing Groundwater Levels to Determine If Additional <br /> Monitoring Wells are Needed. <br />6. Select a Private Well for Sampling. <br />7. Offer to Provide Carbon Filters to Potentially Affected <br /> Private Well Owners. <br />8. Limit Sampling to Known Volatile Organic Compounds (VOCs), <br /> Known Metals, and Chlorides or Specific Conductance. <br />9. Determine and Implement Monitoring Schedule. <br />la. Determine Costs and Cost Sharing. <br />11. Evaluate Phase I Control <Measures. <br />12. Terminate Monitoring and Remove Monitoring Wells. <br /> I <br /> Phase I Agreed Resolutions <br />1. The City of San Marcos and the Department of Labor agree to <br />discuss the issue of filling the pond. The Texas Natural <br />Resource Conservation Commission has evidence to indicate that <br />the pond is a significant source of recharge to the aquifer with <br />potential flow through the waste. The Corps of Engineers has no <br />responsibility for the pond. <br />
