Such runoff <br /> election shall be held exactly three (3) weeks following <br /> the preceding regular or special election, unless otherwise <br /> allowed by state law. <br /> MEASURE NO. EIGHT <br /> SHALL SECTION 7.01 AND SECTIONS 7.03 THROUGH 7.08 OF THE <br /> CITY CHARTER BE AMENDED TO READ AS FOLLOWS: <br /> Sec. 7.01. Planning and zoning commission. <br /> (a) A city planning and zoning commission is established. <br /> The number of members of the commission shall be determined <br /> by the council by ordinance. All of the commission members <br /> except for two shall be residents of and own real-property <br /> in the city. Of the two remaining members, one shall be a <br /> resident of and own real property within the <br /> extraterritorial jurisdiction of the city, and the other <br /> shall be a resident of either the city or the <br /> extraterritorial jurisdiction of the city. <br /> (b) All members of the commission shall be eligible to <br /> vote on all matters coming before the commission. <br /> (c) The council shall seek to ensure broad representation <br /> and expertise in making appointments to the planning and <br /> zoning commission. <br /> (d) Members of the commission shall serve without <br /> compensation. <br /> Sec. 7.03. Vacancies. <br /> vacancies occurring ln the commission shall be filled <br /> within thirty (30) days by the council for the remainder of <br /> the unexpired term. <br /> Sec. 7.04. organization. <br /> The commission shall elect a chair from its membership <br /> annually, and shall establish rules of procedure which <br /> shall include the following: <br /> (a) A quorum shall consist of a majority of the <br /> membership. <br /> (b) The chair shall be entitled to vote upon any <br /> question. <br /> (c) All meetings shall be open to the public. <br /> Sec. 7.05. Powers and duties of the commissions. <br /> The commission shall have the power and be required to: <br /> (a) Be responsible to and act as an advisory body to <br /> the council. <br /> (b) Require information from the other administrative <br /> units of the city government in relation to its <br /> work. <br /> (c) Perform such other duties and be vested with such <br /> other powers as the council may prescribe in <br /> accordance with the laws of the State of Texas. <br />
