<br /> -7- <br /> (d) Submit recommendations and observations to the city <br /> council on all proposals which include a <br /> determination of: <br /> ( 1) compliance with the master plan, and <br /> ( 2) environmental impact statements. <br /> (e) Perform an ongoing review of the master plan, with <br /> each element of the plan being reviewed at least <br /> once each three (3) years; conduct an annual public <br /> hearing in connection with this review; and submit <br /> not less than one hundred twenty (120) days prior <br /> to the beginning of the fiscal year, a list of <br /> recommended changes, if any, in the master plan. <br /> (f) Review all plans for platting and subdividing of <br /> land within the city and within adjacent areas as <br /> permitted by law. <br /> (g) Hold a public hearing at least once each three (3) <br /> years to review the subdivision ordinance. <br /> (h) Submit annually to the city council not less than <br /> one hundred twenty (120) days prior to the <br /> beginning of the fiscal year, a list of recommended <br /> capital improvements found necessary or desirable. <br /> ( i) Recommend to the ci ty council approval or <br /> disapproval of proposed chan~es in the zoning plan. <br /> (j) Hold an annual public hearing to review the zoning <br /> ordinance. <br /> Sec. 7.06. The master plan. <br /> The master plan for the physical development of the city <br /> of San Marcos shall contain the recommendations of the <br /> planning and zoning commission for growth, development and <br /> beautification of the city. The council may amend the <br /> master plan after at least one (1) public hearing on the <br /> proposed action. The council shall not act on any <br /> amendment affecting the master plan unless and until a <br /> recommendation on the amendment is received from the <br /> commission. <br /> MEASURE NO. NINE <br /> SHALL SECTION 12.03 OF THE CITY CHARTER BE AMENDED TO READ <br /> AS FOLLOWS: <br /> section 12.03. Officials subject to nepotism laws. <br /> The members of the city council, and the city manager, <br /> city secretary, city attorney and presiding judge of the <br /> municipal court are the public officials of the city who <br /> are subject to the nepotism prohibitions defined under <br /> state law. <br /> MEASURE NO. TEN <br /> SHALL THE CITY REDEDICATE FOR CONSTRUCTION AND OPERATION OF <br /> A CITY ACTIVITY CENTER FOR PARK, RECREATIONAL AND <br /> CONVENTION PURPOSES A TRACT OF LAND UP TO 5.5 ACRES IN SIZE <br /> ON HOPKINS STREET BETWEEN THE NEW CITY LIBRARY AND THE <br /> RAILROAD RIGHT-OF-WAY. <br />
