<br /> -8- <br /> SECTION 1. 3. That the ballots for the City election <br /> shall conform to the requirements of the Texas Election <br /> Code, and shall have the measures described in section 1.2 <br /> of this Ordinance stated as propositions as follows: <br /> PROPOSITION NO. 1 <br /> FOR/AGAINST The amendment of sections 3.04, 3.02(a), <br /> 5.04, 6,07, 6.08 and 8.08 of the City <br /> Charter, and the addition of section <br /> 3.011 of the City Charter, to provide for <br /> the election of four city council members <br /> from single member districts, to provide <br /> for the election of the mayor and two <br /> council members at large from designated <br /> places, to require counci 1 members <br /> representing districts to be residents of <br /> their districts, to provide for recall of <br /> council members representing districts by <br /> the voters of their districts, and to <br /> prohibit the city council from <br /> apportioning budgeted funds to council <br /> districts and allocating discretionary <br /> funds among council members. <br /> PROPOSITION NO. 2 <br /> FOR/AGAINST The amendment of section 3.07(a) of the <br /> City Charter to allow the city council <br /> to approve leases of up to three years of <br /> park property after a public hearing and <br /> after determining that the leases will <br /> further the use of the property for park <br /> purposes. <br /> PROPOSITION NO. 3 <br /> FOR/AGAINST The amendment of section 4.01(c) of the <br /> City Charter to clarify the duties of the <br /> city manager, to delete the city <br /> council's authority to approve the <br /> appointment of department heads, and to <br /> remove the city manager's supervision <br /> over departments controlled by other <br /> appointees of the city council. <br /> PROPOSITION NO. 4 <br /> FOR/AGAINST The amendment of section 4.02 of the City <br /> Charter to provide that the City <br /> Secretary's compensation is set by the <br /> city council and to provide for the <br /> appointment of assistants by the city <br /> secretary. <br /> PROPOSITION NO. 5 <br /> FOR/AGAINST The amendment of section 4.03 of the City <br /> Charter to provide for the appointment <br /> and setting of compensation of the <br /> municipal court judges by the city <br /> council, and to provide for the <br /> appointment and setting of compensation <br /> of the municipal court clerk and <br /> assistants by the city manager. <br />
