<br />I 2.11 If <br /> <br />-2- <br /> <br />(e) <br /> <br />A five-part Non-Hazardous Special Waste Manifest form <br />shall be utilized to track liquid wastes delivered to <br />the City pretreatment facility. The manifest shall be <br />completed by the waste hauler. A copy of the manifest <br />shall be presented to the waste generator. The <br />original and one copy of the manifest 'shall be r <br />presented to the pretreatment facility opera~or upon .:.~ <br />arrival. A copy of the manifest signed by the <br />pretreatment facility operator shall be returned by the <br />waste hauler to the waste generator within 30 days, <br />with the remaining manifest copy retained by the waste <br />hauler. Each load of liquid waste delivered shall have <br />a single origin and a single manifest. <br /> <br />(f) <br /> <br />The Director of Public Works may suspend or revoke an <br />existing registration based upon good cause, including, <br />without limitation, any of the following: <br /> <br />1. Any violation of the rules pertaining to haulers <br />of liquid waste. <br /> <br />2. Delivery of unsuitable wastes to the pretreatment <br />facility. i <br /> <br />3. The provision of false or misleading information on <br />any manifest. <br /> <br />SECTION 3. That, pursuant to Section 30-99 (b) of the San <br />Marcos Code of Ordinances, a sewer surcharge is imposed on non- <br />residential users of the city sanitary sewer system having levels <br />of common polluting matter above that of normal domestic waste. The <br />following provisions shall apply to determine the amount of the <br />surcharge: <br /> <br /> <br />(a) Surcharge rate: <br /> <br />Surcharge <br /> <br />COD <br />$0.20jlb <br /> <br />(b) Surcharge computation: <br /> <br />S = V X 8.34 X (COD-300) X $0.20 <br /> <br />(c) Def ini tions : <br /> <br />S- Surcharge in dollars that will appear on the <br />monthly billing to customer. <br /> <br />V- Volume of monthly water usage in millions-of <br />gallons based upon twelve months average, or <br />minimum of 6 months average for new customers. <br /> <br />8.34- Weight in pounds of a gallon of water. <br /> <br />COD- Chemical oxygen demand-a measure of wastewater <br />quality in mgjl. <br /> <br />300- Level of COD in normal domestic wastewater. Cost <br />per pound of COD treated - $0.20. <br /> <br />(d) Sampling: <br /> <br />1. The test parameter will be Chemical Oxygen <br />Demand (COD) and surcharge will be on that <br />amount above 300 mgj1. <br /> <br />2. All sampling will be conducted by the City at <br /> <br />~...l...i <br /> <br /> <br />
