44. <br />Regular Meeting August 25, 2003 Page 10 <br /> <br />Mihalkanin stated he is concerned about Sewell Park regarding the wild <br />rice and blind salamanders. He inquired whether the hydrilla is native. <br />Mr. Cobb stated the hydrilla growing is not a native plant. Mr. <br />Mihalkanin stated he wants Staff to contact the highest level at Southwest <br />Texas State University regarding the maintenance of Spring Lake. He also <br />stated he sees seaweed not flowing down the river and wants the City and <br />University to work on the runoff problems together. Mr. O'Leary stated he <br />realizes the maintenance of Spring Lake is a big problem, which will <br />affect the City. Mr. Cobb stated the Habitat Conservation Plan is a joint <br />effort with Southwest Texas State University and the City. He stated this <br />Plan will also help with the redirection of Sessom Creek into 3 ponds, <br />which will then filter into the detention ponds at Southwest Texas State <br />University. The United States Fish and Wildlife would then allow the City <br />to remove the gravel back to the original riverbank once the Sessom Creek <br />problems are resolved. Mayor Habingreither stated he feels the <br />Interpretive Greenhouse Center can remain open with the use of grants and <br />using Southwest Texas State University students in the Masters and <br />Graduate programs. <br /> <br />Mayor Habingreither introduced an Executive Session pursuant to the <br />Government Code, Section 551.071, to seek the City Attorney's advice <br />regarding pending litigation, contemplated litigation, a settlement offer, <br />or a matter involving attorney-client privilege (San Marcos Hispanic <br />Chamber of Commerce and San Marcos Area Chamber of Commerce Economic <br />Development Contracts). Mr. Mihalkanin moved the Council adjourn into <br />Executive Session at 9:36 p.m. and Ms. Narvaiz seconded the motion, which <br />passed unanimously. <br /> <br />Mr. Mihalkanin moved the Council reconvene at 10:26 p.m. and Ms. Narvaiz <br />seconded the motion, which was passed unanimously. <br /> <br />Mayor Habingreither introduced a discussion regarding review of <br />legislation from 2003 Texas Legislature affecting the City. Mr. Mark <br />Taylor presented the Council with the Action of the 2003 Texas <br />Legislature. He provided an overview of Land Use/Development Regulations, <br />Elections, Finance/Purchasing/Economic Development and other miscellaneous <br />actions. <br /> <br />Mayor Habingreither introduced a discussion regarding a visit to Sister <br />City Santiago, Nuevo Leon, Mexico. The Council agreed by consensus to <br />travel to Santiago, Nuevo Leon, Mexico on October 2, 2003. The Council <br />asked the City Clerk to contact Santiago, Nuevo Leon, Mexico regarding the <br />October 2, 2003 visit. <br /> <br />Mayor Habingreither introduced a discussion regarding Activity Center <br />fees.
