<br />IS-oc., <br /> <br />, 1.0 Introduction <br /> <br />The US Environmental Protection Agency (EPA) has requested that the <br />City of San Marcos, Texas, conduct a Biological Evaluation (BE) of the current <br />status of the fountain dart.er (Etheost.oma [antico/a) and Texas wild rice (Zizania <br />texana), which are endangered species protected by the Endangered Spe,cies Act. <br />The BE was requested because in the opinion of the US Fish & Wildlife Service <br />(USFWS), effluent from the City of San Marcos Wastewater Treatment Plant <br />(WWTP) Ilmay affectll the well being of the darter and rice downstream of the <br />WWTP out.fall. The Scope outlined herein is prepared on the basis of points <br />specifically outlined in a letter from the EP A to the City of San Marcos (City) <br />dated November 9, 1993, (Attachment A) and discussions at a joint meeting of the <br />EP A, USFWS, Texas Parks and Wildlife Department (TX PWD), the City, and <br />Black & Veatch, held February 24, 1994, in Austin, TX (Attachment B). <br /> <br />1.1 Description of Study Area <br />The San Marcos River is a spring run river that begins in the City of San <br />Marcos, Texas, and flows southward approximately 2.4 kIn to its tonfluence with <br />the Blanco River. Land uses along the river are urban and recreational in the <br />upper portion and urban/rural/recreational in the lower portion. <br /> <br />1.2 81010glcal Evaluation <br />The intent of this Biological Evaluation (BE) will be to present an opinion <br />on whether or not the effluent entering the San Marcos River from the WWTP is <br />affecting the continued survival of the federa.l endangered fountain darter and <br />Texas wild rice. The Scope of Servic.;es and resulting BE will be based only on <br />existing data, since at this time no means exists to predict what, if any, field studies <br />may be needed. The general course of action will be to: <br />. Assemble background data from available literature or other sources; <br />Consult with agencies and individuals that may have or are currently <br />conducting pertinent research; <br />.
