include a tour of the existing WwrP. The remainder of the trip will be used to
visit with agency personnel and other individuals in the San Marcos/Austin area
(e.g., USFWS, TX PWD, Southwest Texas State University, and USFWS National
Fish Hatchery and Technology Center), who are familiar with the biology and
water quality of the San Marcos River.
1.1.3 Task 3 - BIological Evaluation
Information collected during Tasks 1 and 2 will be compiled and used in
preparing a Biological Evaluation (BE). The BE will address the current status of
the fountain darter and Texas wild rice and whether or not there is reasonable
cause to believe that the WWfP may be affecting the existence of these protected
species. This evaluation is not intended to be exhaustive. It will primarily focus
on issues relating directly to the effects of the WWTP efiluent on the species.
However, the evaluation will briefly address other factors that may affect the well-
being of the darter and rice, based on the data gathered during this process, such
as Bonpoint sources of pollution. The product of this task will be provi<..kd to the
client for review and appropriate adjustments prior to the commencement of Task
4.
1.1.4 Task 4. Agency Presentatfon/Revlew
The EP A and USFWS are expected to request a meeting to discuss the
results of the work. A one-day trip and overnight stay in San Marcos/Austin
vicinity is included in this scope in anticipation of this meeting, with the
presumption that the primary investigators will be expected to attend such a
meeting. It is anticipated that the outcome of discussions at this meeting will
determine if the BE is sufficient in its findings on the basis of existing data. If the
EP A and USFWS deem the findings inconclusive, it is at this point that new
studies may be requested by the agencies and these will be considered out-of-
scope by Black & Veatch.

1.3 Proposed Schedule
Following is an estimated schedule for project activities based on the
assumption that work will begin on or before March 21, 1994. Adjustments to the
schedule may be necessary for a later start date.

Blol"llIClOl Evalu.Uon
City of San Marco., TX
0301114

4

(5,

\

\.~
