division may be required to fulfill the same reporting requirements as a regulated categorical <br />standard industry. <br /> <br />(d) Notification of changed discharge. Every industrial user shall promptly notify the control <br />authority in advance of any substantial change in the volume or character of pollutants in its <br />discharge, including the listed or characteristic hazardous wastes for which the industrial user <br />has submitted initial notification under 40 CFR 403.12(j). <br /> <br />(e) Notification of hazardous waste. The industrial user shall notify appropriate agencies of any <br />discharge of hazardous waste in accordance with 40 CFR 403.12(p). <br /> <br />(f) Mass limitations. The control authority may impose mass limitations on industrial users that <br />are using dilution to meet applicable pretreatment standards or requirements or, when the <br />imposition of mass limitations is appropriate, in accordance with 40 CFR 403.6(d). <br /> <br />(g) Signatory authority. <br /> <br /> (1) Every initial and periodic compliance report and the wastewater survey for nonresidential <br />establishments used as an application for an industrial waste permit must be signed by an <br />authorized official of the industrial user. <br /> <br /> (2) Every initial and periodic compliance report and the wastewater sma,ey for nm~residential <br />establishments used as a2~ application for an industrial waste permit must include the certification <br />statement as set forth in 40 CFR part 403.6 (a)(2)(ii), and shall be signed: <br /> <br />(A) By responsible corporate officer, if industry is a corporation. This shall mean 1) a <br />president, secretary, treasurer, or vice president of the corporation, or any other person who <br />performs similar policy or decision making functions for the corporation, or 2) the manager <br />of one or more of manufacturing, production, or operation facilities employing more than <br />250 persons, if authority to sign has been delegated to the manager in accordance with <br />corporate procedures; <br /> <br />(B) By a general partner or proprietor if the industt3, is a partnership or sole proprietorship; <br />or <br /> <br />(C) By a duly authorized representative of the individual in paragraphs (A) and (B) above if <br />1) the authorization is made in writing, 2) the authorization specifies either an individual or <br />a position having responsibility for the overall operation of the facility, and 3) the <br />authorization is submitted to the city. <br /> <br /> (3) If authorization of signatory authority is no longer accurate because of a different <br />individual or position change, a new authorization must be submitted to the control authority <br />prior to or together with any written reports required to be signed by an authorized representative. <br /> <br />19 <br /> <br /> <br />
