State and Federal laws including the Clean Water Act (33 USC 1251 et seq.) ("the Act") and the <br />General Pretreatment Regulations (40 CFR Part 403), and to prevent any other condition which <br />would be incompatible with the facilities. <br /> <br />(b) Applicability. This section shall be applicable to all nondomestic dischargers to the city's <br />POTW. <br /> <br />(c) Objectives. The objectives of the city in adopting and enforcing the industrial waste <br />standards set forth in this division are to <br /> <br />(1) prevent interference with the operation of POTWs; <br /> <br /> (2) prevent introduction of pollutants which will pass through or be incompatible with the <br />treatment works; <br /> <br /> (3) ensure quality of sludge to allow its use and disposal in compliance with statutes and <br />regulations; <br /> <br />(4) protect the general public and POTW personnel; <br /> <br />(5) improve opportunities to recycle and reclaim wastewater and sludge; <br /> <br /> (6) provide for equitable distribution of the cost of operation, maintenance, and improvement <br />of POTWs; and <br /> <br /> (7) enable POTWs to comply with NPDES / TPDES permit conditions, sludge use and <br />disposal requirements and any other Federal or State laws. <br /> <br />Sec. 86.111. Definitions and abbreviations <br /> <br />(a) Unless otherwise defined in this section, all terms used in this division are as defined in 40 <br />CFR 403, which is adopted and incorporated by reference, a copy of which is maintained in the <br />office of the director. <br /> <br />(b) Definitions. In this division: <br /> <br />Abnormal industrial waste means any industrial waste having a SS, COD or BOD content in <br />excess of that found in normal waste, but which is otherwise acceptable into a sanitary sewer <br />under the terms of this division. <br /> <br />Act or the Act means the Federal Water Pollution Control Act, also kmown as the Clean Water <br />Act, as an~ended, 33 USC 1251 et seq., 86 Stat. 816, PL 92-500. <br /> <br />Approval authority means the clfief administrative officer of the Texas Conunission on <br />Environmental Quality (TCEQ) or a duly authorized representative acting in his behalf in a <br /> <br /> <br />
