(a) When the public water supply is used exclusively for industrial waste, the water consumption <br />during the previous month, as determined from the meter records of the finance department, shall <br />be the valid basis for computing sewage flow, unless actual sewage flow is measured by a <br />recording meter of a type approved by the control authority. The owner shall maintain the device <br />in proper condition to accurately measure the flow. <br /> <br />(b) When all or part of the water consumed is obtained from private supplies, wells, etc., the <br />person shall provide and maintain at all times suitable metering and recording devices, approved <br />by the control authority, in connection with each or all sources of private water, unless the <br />control manhole provided is equipped with an approved volume measur'mg and recording device. <br />The volume of private water consumed during the previous month, together with the <br />consumption of public water, as determined from the records of the utilities department, shall <br />be the basis for computing the sewage volume, or the owner may be required to install, at its <br />expense, an approved metering device to accurately measure flow as mentioned in subsection <br />(a) of this section. <br /> <br />(c) When water is contained in a product or is evaporated or is discharged as unpolluted waste <br />in an nncontaminated condition to surface drainage, an application may be made for a reduction <br />in the volume of waste discharged to the public sewer, provided supporting data, satisfactory to <br />the control authority, is furnished. <br /> <br />(d) The data mentioned in subsection (c) of this section shall include a flow diagram, destination <br />of the water supply and/or wastes, supported by submetering data installed on the process piping <br />at the expense of the private owner. <br /> <br />Sec. 86.132. Sampling, testing, and inspections. <br /> <br />(a) The city shall randomly sample and analyze (at least once a yem') the effluent from industrial <br />users and conduct surveillance activities in order to identify, independent of information supplied <br />by industrial users, occasional and noncompliance with pretreatment standards (40 CFR <br />403.8(f)(2)(v)). <br /> <br />(b) All sampling and analyses under this division shall be performed in accordance with <br />procedures established by the EPA administrator pursuant to section 304(h) of the Act, as <br />amended and 40 CFR 136, as amended. <br /> <br />(c) Analysis shall be performed on suitable samples taken at the inspection port provided or other <br />control point authorized by the control authority. <br /> <br />(d) To detect unauthorized or accidental discharges, grab samples or time composites may be <br />used. <br /> <br />(e) The city may select an independent finn or laboratory to determine flow, BOD, TSS and other <br />wastewater constituents.
