(f) The city is entitled to select the time of sampling. <br /> <br />(g) Samples shall be taken at six-month intervals to establish the flow, BOD, TSS and other <br />wastewater constituents or at intervals determined by the control authority as necessary to <br />maintain control over the discharges from the permittee. <br /> <br />(h) Sampling and testing of industrial waste streams shall be conducted for the purpose of <br />monitoring compliance with federal and local discharge regulations. The control authority shall <br />determine the frequency of sampling and the pollutants to be monitored for each industrial user, <br />except that categorical mhd significant noncategoricai industrial users shall sample effluents and <br />submit results of sampling analysis to the director a minimum of two times each year in June and <br />December. <br /> <br />(i) If sampling performed by an industrial user indicates a violation, the user shall notify the <br />control authority within 24 hours of becoming aware of the violation. The user shall also repeat <br />the sampling and analysis and shall submit the analytical results to the control authority within <br />30 days of becoming aware of the violation, except the industrial user is not required to resample <br />if the control authority performs sampling between the initial sampling and the time when the <br />user received the results. <br /> <br />(j) If an industrial user talces action to reduce the input of pollutant materials into the sewer <br />system and requests the city in writing to collect mhd analyze an additional sample, the costs of <br />the supplemental san~pling will be borne by the industrial user. Sample analytical costs to be paid <br />by the industry include the charge to the city by the commercial laboratory performing the <br />analysis, plus a fee to the city for sample collection and delivery to the laboratory by city staff. <br />This fee is established by the city council. <br /> <br />(k) Billing for industrial waste surcharges, sampling and testing shall be as follows: <br /> <br /> (1) The due date for ali bills is the same as the due date for bills for wastewater service to <br />the user. The penalty date is the same as the penalty date for bills for wastewater service to the <br />user. <br /> <br /> (2) A bill is considered delinquent if the full amount of the bill is not paid by the due date. <br />A bill is considered paid if the payment is either received by the city or postmarked by the postal <br />service no later than the due date. <br /> <br /> (3) A penalty service charge in the same percentage as the penalty service charge for a user's <br />wastewater service will be assessed against the portion of the delinquent bill that is not paid <br />before the penalty date. <br /> <br /> SECTION 2.
