Indirect discharge means the introduction of pollutants from any nondomestic source regulated under section 307(b), (c) or (d) of the act into the POTW (including holding tank waste discharge into the system). Industrial user or user means a source of indirect discharge. Industrial waste means any amount of liquid waste and waterborne liquid, gaseous and solid substances discharged or disposed of from any industrial, manufacturing, trade or commercial establishment including nonprofit organizations, governmental agencies or business activities or educational institutions. It shall not include sewage discharge fi'om sanitary conven/ences on the premises unless the sewage is commingled with industrial waste. Industrial wastel~ermit means a per,nit to deposit or discharge industrial waste into the sanitary sewer. The permit charge is to cover the cost to issue the permit and to inspect the facility. This permit does not grant a waiver to allow discharge of any wastes that exceed the limits or violate the requirements of this division. Interference means a discharge which, alone or in conjunction with other sources, both: (I) inhibits or disrupts the POTW, its treatment processes or operations or its sludge processes, use, or disposal; and (2) causes a violation of the NPDES or the TPDES permits, including an increase in the magnitude or duration of a violation, or prevents sewage sludge use or disposal in compliance with the applicable federal, state, or local regulation. MSDS means material safety data sheets. National pretreatment standard, i~retreatment standard or standard mear~s m~y regulations containing pollutant discharge limits promulgated by the approval artthority in accordance with section 307(b) and (c) of the federal Clean Water Act, which applies to industrial users. This term includes prohibited discharge limits established pursuant to 40 CFR 403.5 as amended. New source means any building, structure, facility, or installation from which them is of may be a discharge of pollutants, the construction of wl~ich commenced after the publication of proposed pretreatment standards under section 307 (c) of the Act, which will be applicable to such source if standards are thereafter promulgated in accordance with that section, subject to the conditions of 40 CFR 403.3 (k) (1- 3).
