(1) reduces the amount of a hazardous substance, pollutant, or contaminant entering a <br />wastesta'eam or released into the environment before recycling, treatment, or disposal; or <br /> <br /> (2) reduces a hazard to public health and the envirmm~ent associated with the release of <br />hazardous substance, pollutants, or contaminant. <br /> <br />Pre treatment or Treatment means the reduction of the amount of pollutants, the elimination of <br />pollutants or the alteration of the natare of pollutant properties in wastewater to be a less harmful <br />state prior to or in lieu of discharging or otherwise introducing pollutants into a POTW. The <br />reduction or alteration can be obtained by physical, chemical or biological processes, process <br />changes or by other means, except as prohibited by 40 CFR 403.6(d). <br /> <br />Pretreatment requirements means any substantive or procedural requirement, other than a <br />national pretreatment standard, imposed on an industrial user. <br /> <br />Pretreatment standards also means the term National Pretreatment Standard or Standard means <br />any regulation containing pollutant discharge limits promulgated by the EPA in accordance with <br />section 307 (b) and (c) of the Act, which applies to industrial users. <br /> <br />Prohibited waste means any waste which is totally restricted from discharge into the city sanitary <br />sewer system by this division or the amount in the waste stream prior to pretreatment above the <br />limits listed in this division. <br /> <br />Publicly owned treatment works (POTW) means a treatment works, as defined by section 212 <br />of the Act, which is owned in this instance by the city. This definition includes any devices and <br />systems used in the storage, treatment, recycling and reclan~ation of municipal sewage or <br />industrial wastes of a liquid nature. It also includes sewers, pipes, and other conveyances only <br />if they convey wastewater to a POTW treatment plant. The term also means the municipality as <br />defined in section 502 (4) of the Act, which has jurisdiction over the indirect discharges to and <br />the discharges from such a treatment works. <br /> <br />Receiving stream means the waterway into which a wastewater treatment plant, operated by the <br />city, discharges the treated effluent. <br /> <br />Sanitary convenience means any plumbing fixture, except for a food waste disposal unit, not <br />required to have a sand and/or grease trap (interceptor) according to provisions of the plumbing <br />code. <br /> <br />Sanitary sewer means a pipe or conduit owned, coutrolled or snbject to the jurisdiction of the <br />city, designed to collect and transport sewage and industrial waste. <br /> <br />Sewage means waterborne waste normally discharging from the sanitary conveniences of <br />dwellings, including apartment houses; hotels; office buildings; factories; and institutions that <br />is free from storm emd surface water and industrial wastes. <br /> <br />8 <br /> <br /> <br />
