<br /> 'FIC- <br /> There is a consensus among task force members that youth are becoming involved in gangs <br /> to meet needs that are not being met in their families, schools, or community. These needs <br /> are described as a longing for significance, a sense of "family", an "identity". This is by <br /> no means offered as an excuse for gang-related criminal activity. Indeed, increasing <br /> accountability for one's actions is a cornerstone of the programming recommended herein. <br /> It is hoped that community leaders and citizens reading this report will agree that problems <br /> occur because gang members often choose unacceptable methods of meeting very <br /> acceptable, reasonable needs that lie within us all. As a community we need to offer all <br /> youth dignity, respect, something positive to belong to, and a way to make a difference' <br /> (i.e. become significant) in acceptable ways. Understanding that we are not so different <br /> from gang members will help to decrease both fear and alienation, and enhance the <br /> probability of success in reclaiming our youth. <br /> IT SHOULD BE NOTED THAT THIS REPORT DOES NOT REFLECT THE POSmON <br /> OF ANY ONE AGENCY, BUT OF THE TASK FORCE. <br /> ~ <br /> San Marcos Community Gang Task Force Report Page 3 <br />
