If the result of that sampling process <br /> exceeds 300 mgjl of COD, the user will be placed <br /> on the surcharge participant list. <br /> (4) Users on the surcharge participant list will have <br /> a sewer surcharge determined under subsection (f) <br /> below added to their monthly sewer bill, and will <br /> have a testing fee of $24 per sample port added <br /> to their monthly sewer bill. <br /> (f) Sewer Surcharge Determination. <br /> (1) Surcharge rate: COD (mg j 1) Rate <br /> 301-400 10Qjlb. <br /> 401-500 15Qjlb. <br /> 501-600 20Qjlb. <br /> 600 and above 25Qjlb. <br /> The rate is not incremental: The COD reading will <br /> determine the surcharge rate for a user's entire <br /> discharge. <br /> (2) Surcharge computation: . <br /> S = V X 8.34 X (COD-300) X surcharge rate <br /> (3) Definitions: <br /> S- Surcharge in dollars that will appear on the <br /> monthly billing to customer. <br /> V- Volume of monthly water usage in millions of <br /> gallons based upon the most recent twelve <br /> month average,' or a minimum 6 months average <br /> for new customers. <br /> 8.34- Weight in pounds of a gallon of water. <br /> COD- Chemical oxygen demand-a measure of <br /> wastewater quality in mgjl. <br /> 300- Level of COD in normal domestic <br /> wastewater. <br /> In order to allow users the opportunity to make changes <br /> in operations and install pretreatment facilities' on an <br /> initial basis, the charging of surcharges will begin <br /> six months after the effective date of this ordinance. <br /> SECTION 4. That, pursuant to Section 30-99 of the San Marcos <br /> Code of Ordinances, the following provisions shall apply to billing <br /> procedures for waste surcharges and sampling fees. <br /> (a) Calculations of sewer surcharges on users served by <br /> metered water shall be based on water usage, while <br /> surcharge calculations for users not served by metered <br /> water shall be based upon wastewater volume discharged <br /> to the sewer system. <br /> (b) New users shall not be subject to surcharge fees until <br /> both the issuance of a certificate of Occupancy and a <br /> minimum period of six months water usage has occurred. <br /> (c) That person paying the water bill, or the wastewater <br /> bill for entities not served by the municipal water <br /> system, shall be responsible for payment of sewer <br /> surcharges. <br />
