61.

e~p -- Field
aso Services

August 12, 2003

Mr. Jim Klein
City of San Marcos
630 Hopkins
San Man:os, Texas 78666

De~ Mr. KIc~:

Ret[': 2 ' Gas L'ne No. 9033D Relocation - Dav/s Lane

El Paso Ficld Services, "EPFS", Engineering Department has prepared a proposed lowering plan
for our 2" high pressure natural gas pipeline at the City of San Marcm, "City", Davis Lao.e Road
Improvement Project in Hays County. Based on current pipe elevation~ and the roadway and ditch plans
provided by Dannenbaum Engincerlng Corporation it has been dotcrm/ocd that the 2" pipeline will require
lowering for approximately 160 feet. Our cons*auction deparaneat reViewed the project plans and the site
mad prepared a cost esdmate for the work. Material cosls are ba,'~ed on a quote obtained for the stopple
equipment and the cost of similar materials recently purchased by EPFS.
A cost cstimatc summary sheet is attached. The $34;000 is an "Ch'der Of Magnitude Estimate" (+/-
25%) of all EPFS costs associated with this project. A more defini~tlve estimate would require the
preparation of corntmction drawings, obtakflng conmrucfion ¢ootxaot bids and actual material coats.
Competitive bids vail be ob~ined from al least tl~e¢ qualified pipelhae construction conh'aotor~
tbr thc on site construction work. All other work will be performed by EPFS personnel or qualified
contractors tint EPFS normally uses for the specificjob. We estimate that the work can be completed
within three weeks after we recelvc thc wrlttm request from the City to proceed with the lowering. After
completion of the project EPFS will bill the City for all oct'ual costs incurred by EPFS plus 120% of
company labor cosB associated with thc lowering oft}tis pipeline. The 120% adder is shown on the
estimate sheet as departmental expense and overhead.
Prior to any add/t/onal work on the project we will need a written request fi'om the C~ty
authorizing EPFS to proceed with this project and stating that all EPF$',u expenses will be reimbumed.
Your reque,t should state that the City's reimbursement to EPFS is not limited by the cost estimte.
I£you have any questiora plea~ call me at (210) 528--4015.

Sincerely,

Onshore Engineering

CC: Noe Lopcz
Brian Oliver
Gary Stump
David Wasserman
