Chamber shall obtain the advice and counsel of the EDC as <br /> to the hiring and firing of management-level Chamber'employees <br /> responsible for EDC activities. <br /> D. Chamber shall not discriminate against any person, firm or <br /> organization in connection with this Agreement on the basis of <br /> inability to pay, age, sex, disability, race, nationality, or <br /> religion. <br /> E. Chamber shall use $12,500 of the funds paid to the EDC <br /> and the Chamber under this Agreement to contract with the San <br /> Marcos Hispanic Chamber of Commerce (the "Hispanic Chamber") for <br /> , <br /> the San Marcos Mercado Gateway Project (the "Mercado Project"). <br /> The Chamber will ensure that the Hispanic Chamber has as its <br /> mission under the contract the revitalizing of the inner-city, <br /> predominantly Hispanic neighborhood bounded by the IH-35 West <br /> Access Road, Guadalupe Street, Cheatham Street, and LBJ Street (the <br /> "Project Areal!). The goal of the Mercado Project will be to halt <br /> and reverse the decline of the Project Area, and to save and <br /> preserve, rather than build anew, the Project Area. The Chamber <br /> shall ensure that the Hispanic Chamber accomplishes the following <br /> objectives under the contract: <br /> 1. Define the Project Area's problems and needs as perceived <br /> by neighborhood residents, public officials, business <br /> leaders, and planners through a series of neighborhood <br /> forums. <br /> 2. Conduct a comprehensive analysis to define the Project <br /> Area's sociodemographic and economic characteristics; <br /> examine long term population shifts in the Project Area, <br />
