Examine the City's past and present community development <br /> responses in the Project Area and assist with current <br /> plans to upgrade the Project Area's infrastructure, <br /> housing and streetscape. <br /> 4. Analyze the economic base of the Project Area and conduct <br /> a survey of businesses to determine their needs and <br /> requirements. <br /> 5. Develop and implement a long term strategy to enhance <br /> neighborhood redevelopment and revitalization in the <br /> Project. Area through economic development, business <br /> stabilization, growth and creation, and strategic <br /> planning at the neighborhood level. <br /> 6. Develop, implement and coordinate a market concept plan <br /> for the Mercado Gateway Complex and Community Learning <br /> Center in the Project Area. <br /> 7. Explore and solicit private, public, state and federal <br /> funding for the Mercado Project, that will provide <br /> assistance to the residential and business community in <br /> the Project Area. <br /> The contract will provide for the Chamber to pay $6,250 to the <br /> Hispanic Chamber on November 4, 1994, and $6,250 on May 5, 1995. <br /> F. Chamber shall not assign any interest in this Agreement <br /> nor delegate the performance of any of its duties without the prior <br /> written consent of City and EDC. <br /> IV. <br /> OBLIGATIONS OF THE CITY <br /> A. The City shall pay to the EDC and the Chamber, jointly, <br /> the sum of $85,000 in installments of $24,375 each on October 31, <br /> 1994 and April 28, 1995, and $18,125 each on January 31, 1995 and <br /> July 31, 1995. <br /> B.
