Call to Order and Announce a Quorum is Present <br />With a quorum present, regular meeting of the San Marcos City Council was called to order by <br />Mayor Daniel Guerrero at 5:30 p.m. on Tuesday, December 18, 2012 in the Council Chambers <br />of the City of San Marcos City Hall, 630 East Hopkins, San Marcos, Texas 78666. <br />3. Receive a Staff presentation and hold discussion retarding the activities of the Arts <br />Commission and the Arts Master Plan, and provide direction to Staff. <br />Kalvon Hansen and Clay DeStefino of the Arts Commission provided the Council with an update <br />on their recent activities and the Arts Master Plan. <br />4. Receive a Staff presentation and hold discussion regarding the Impact Fee Program, <br />and provide direction to Staff. <br />Kristy Stark, Assistant Director of Development Services, provided the Council with the Impact <br />Fee Program presentation. <br />
