Mayor Daniel Guerrero opened the Public Hearing at 7:02 p.m., there being no comments; the <br />public hearing was closed at 7:02 p.m. <br />Non Consent Agenda <br />20.Reconsider Ordinance 2012 -56, approving amended and restated Planned Development <br />District Standards for The Retreat on Willow Creek Planned Development District <br />consisting of 101.40 acres of land, more or less, in the J.M. Veramendi Survey No. 1, <br />abstract no. 17 located near Hunter Road and Stagecoach Trail as originally approved <br />by Ordinance 2009 -81 for the purposes of allowing only single- family uses, amending <br />architectural, landscaping and tree preservation and mitigation standards and <br />providing for a buffer between housing built in the district and adjacent residences; <br />including procedural provisions; and providing for penalties. <br />No Reconsideration <br />21.Receive a Staff update on solid waste priorities and discussion regarding services to <br />include in the annual solid waste rate increase, and provide direction to Staff. <br />Laurie Moyer, Managing Director of Transit and Solid Waste, provided a brief staff update on <br />the Solid Waste priorities and services. Following Council discussion they reached consensus to <br />proceed with Options 1 and 2 which will add $0.37 to single family solid waste and recycling <br />collection for a new total of $17.62 and adding $0.13 to Multifamily solid waste and recycling <br />collection for a new total of $5.53, and to also move forward with the pay -as- you -throw <br />program. <br />22.Hold a discussion regarding the results of Propositions 1, 2 and 3 regarding the <br />acquisition of parkland in the Cape's Camp area in the Special Election held on <br />November 6, 2012. <br />The Council held a discussion regarding the results of Propositions 1, 2 and 3 regarding the <br />acquisition of parkland in the Cape's Camp area in the Special Election held on November 6, <br />2012. <br />23.Ouestion and Answer Session with Press and Public <br />Jay Hiebert, 209 Sierra Circle, asked if the land on the south side of the Cape's Camp was usable <br />and if there was a toxic waste plumb there? Staff addressed his question. <br />Angie Ramirez, 612 Barbara, asked why the Stokes' property wasn't on the proposition map. <br />City Manager, Jim Nuse, answered that the Stokes' property is not part of the Cape's Camp <br />property. <br />
