amend by incorporating the property management standards from the Retreat PDD project into <br />the PDD standards of the Woodlands at San Marcos PDD. MOTION TO AMEND: Upon a <br />motion made by Council Member Thomaides and a second by Council Member Prather, the City <br />Council voted three (3) for and four (4) opposed, Mayor Guerrero, Council Members Thomason, <br />Becak, and Scott, to amend by extending property garbage pick -up into the donated parkland and <br />for Staff to determine the frequency of pick -ups. The motion failed. MAIN MOTION: the City <br />Council voted five (5) for and (2) opposed, Council Member Prather and Council Member <br />Thomaides, to approve Ordinance 2013 -03, as amended. The motion carried. <br />23.Consider approval of Ordinance 2013 -05, on the first of two readings, amending the <br />Traffic Register maintained under Section 82.067 of the San Marcos City Code to <br />establish a parking restriction to prohibit parking between the hours of 9:00 p.m. and <br />7:00 a.m. on both sides of the street on the 100 to 400 block of Hughson Drive (from Old <br />Ranch Road 12 to Craddock Avenue); and including procedural provisions. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomason, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance <br />2013 -05, on the first of two readings, as previously motioned. The motion carried. <br />24.Consider approval of Ordinance 2013 -06, on the first of two readings, amending the <br />Traffic Register maintained under Section 82.067 of the San Marcos City Code to <br />establish a parking restriction to prohibit parking on both sides of the street on the 599 - <br />508 block of Mill Street; and including procedural provisions. <br />MOTION: Upon a motion made by Council Member Thomason and a second by Council <br />Member Scott, MOTION TO AMEND: Upon a motion made by Council Member Thomaides <br />and a second by Council Member Scott, the City Council voted seven (7) for and none (0) <br />opposed, to amend by excluding the address of 509 Mill Street from the Ordinance. MAIN <br />MOTION: the City Council voted seven (7) for and none (0) opposed, to approve Ordinance <br />2013 -06, on the first of two readings, as amended. The motion carried. <br />25.Consider approval of Ordinance 2013 -07, on the first of two readings, amending the <br />City's 2012 -2013 Budget to transfer $14,133.50 from the Police Asset Forfeiture Fund <br />for the purchase of polygraph equipment and training to enable the Police Department <br />to perform polygraph examinations; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Scott, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance <br />2013 -07, as previously captioned. The motion carried. <br />26.Consider approval of Ordinance 2013 -08, on the first of two readings, amending the <br />City's 2012 -2013 Budget to transfer $10,998.000 from the Police Asset Forfeiture Fund <br />for funding the City's portion of the sustainment plan for funding the Austin Regional <br />Intelligence Center for 2013; and declaring an effective date. <br />
