Council directed Staff to <br />agenized a future discussion regarding an overview of the CUP process and the possible creation <br />of an ad -hoc committee. <br />21. 0OPM Receive a Staff presentation and hold a public hearing to recieve comments for <br />or against Resolution 2013 -15R approving the issuance of a Luxury Limousine Service <br />Certificate to Monica Garza d /b /a Central Texas Limos, for the provision of luxury <br />limousine service in the City; and declaring an effective date; and consider approval of <br />Resolution 2013 -15R. <br />Mayor Daniel Guerrero opened the Public Hearing at 9:03 p.m., there being no comments; the <br />public hearing was closed at 9:04 p.m. <br />MOTION: Upon a motion made by Council Member Prather and a second by Council. Member <br />Scott, the City Council voted seven (7) for and none (0) opposed, to approve Resolution 2013 - <br />15R, as previously captioned. The motion carried. <br />Non Consent Agenda <br />22.Reconsider Ordinance 2013 -03 concerning a 44.67 acre, more or less, tract of land in the <br />J.M. Veramendi Survey No. 2, Abstract No. 17, commonly referred to as Capes Camp <br />and Thompsons Island located on River Road between IH -35 and Cape Road and north <br />of the San Marcos River; amending the Future Land Use Map of the City by changing <br />the land use designation to "MDR" Medium Density Residential for a 4.2 acre, more or <br />less, portion of said tract currently designated "C" Commercial and for a 5.64 acre, <br />more or less, portion of said tract currently designated "VLDR" Very Low Densit <br />Residential; amending the Official Zoning Map of the City by changing the zoning to <br />"PDD" Planned Development District with base zoning of 'IMF-12" Multiple - Family <br />Residential District for a 28.15 acre, more or less, portion of said tract currently zoned <br />"FD" Future Development District, a 0.651 acre, more or less, portion of said tract <br />currently zoned "CCD" Community Commercial District and the remainder of said <br />tract; approving Planned Development District Standards for the District; including <br />procedural provisions; and providing for penalties. <br />MOTION TO RECONSIDER: Upon a motion made by Council Member Scott and a second <br />by Council Member Prather, the City Council voted six (6) for and one (1) opposed, Council <br />Member Porterfield, to reconsider Ordinance 2012 -50 as previously captioned. The motion <br />carried. MOTION: Upon a motion made by Council Member Scott and a second by Mayor <br />Guerrero, MOTION TO AMEND: Upon a motion made by Porterfield and a second by <br />Thomaides the City Council voted seven (7) for and none (0) opposed, to make the ordinance <br />effective upon the delivery of agreement deemed acceptable to city staff to provide for private <br />shuttle service, at the property owner's expense, to transport residents to and from Texas State <br />University — San Marcos until such time as such service is provided by the university. The <br />motion carried. MOTION TO AMEND: Upon a motion made by Council Member Scott and a <br />second by Council Member Becak, the City Council voted seven (7) for and none (0) opposed, to <br />
