<br /> 97£ <br /> ADDITIONAL STATEMENT <br /> This additional statement is provided as an aid to the Texas Natural Resource <br /> Conservation Commission (TNRCC) in its review of the City of San Marcos' permit <br /> application to convey and use private water from a watercourse. <br /> A vicinity map (Fig. 1) is attached which shows the location of the existing City of <br /> San Marcos Wastewater Treatment Plant (WWTP) and outfall on the San Marcos <br /> River. The outfall is in Segment 1808, Lower San Marcos River. The City's <br /> wastewater treatment plant is currently up for renewal and amendment. It is expected <br /> that when the permit is renewed and amended, the effluent quality limits required will <br /> be no less. stringent than 10 mg/L BOD, 15 mg/L TSS and 4 mg/L DO. The City <br /> proposes to divert the water authorized to be discharged by its wastewater permit at a <br /> location to be established along the perimeter of Cummins Reservoir. While the City <br /> has not determined an exact location, the City is a municipal corporation with the <br /> , <br /> power of eminent domain. During the amendment process, the impact of withdrawing <br /> the water on the receiving stream will be considered. The City of San Marcos' <br /> consultants believe that there should be no water quality impacts from the City's <br /> diversion. Photographs of the existing outfall and of the river upstream and <br /> downstream of the outfall are attached along with photographs of representative <br /> reaches of Cummins Reservoir. (Fig. 2). , <br /> The City of San Marcos WWTP is currently permitted for a flow of 6.25 mgd <br /> (7000 acre-feet per year). After the renewal and amendment the City will be <br /> authorized to discharge no more than 9 million gallons per day (10,081 acre-feet per <br /> year). As growth occurs, the City wishes to use the additional flow from the plant up to <br /> 9,980 acre-feet per annum.
