Call to Order and Announce a Ouorum is Present <br />With a quorum present, workshop of the San Marcos City Council was called to order by Mayor <br />Daniel Guerrero at 9:05 a.m. on Friday, January 11, 2013 in the City Recreation Hall, 170 <br />Charles Austin Drive, San Marcos, Texas 78666. <br />3. Hold discussion to draft goals and guidelines for FY2013 -2014, and provide direction to <br />Staff. <br />Municipal Court Judge John Burke provided the Council with an overview of the functions <br />and future of the court. Steve Parker, Assistant City Manager /Finance Director, provided an <br />overview regarding the upcoming budget season. Council provided consensus on the <br />following: to show options for increasing sales assumptions to 3%, to build budget off of 3% <br />increase in property taxes, to start with a 5.5% increase in drainage fees and show projects that <br />could be funded with these dollars, increase department operating expenses by 2 %, and to <br />look at increasing department budgets to add new personnel; bring back a plan Council <br />Members Thomaides and Thomason show full staffing models for Fire Department, also <br />provide chart that shows year by year positions that have been added over the years. <br />
