<br /> 2§D <br /> 1.7.4 Develop a management plan to address identified problems which <br /> will include structural improvements as necessary for: <br /> (1) storm sewer network improvements; <br /> (2) regional stormwater management basins; <br /> (3) channel improvements; and <br /> (4) bridge/culverts improvements. <br /> ,- <br /> 1. 7.5 Develop an overall management framework for each watershed by <br /> recommending the most appropriate mix of storm sewer system upgrades r <br /> regional stormwater management basins, channelizationr conduit <br /> upgradesr stream crossing improvementsr and nonstructural measures. <br /> 1. 7.6 Establish conceptual sizing and siting design for system <br /> improvements incorporating water quality management into the design <br /> where feasible. <br /> 1. 7.7 Develop implementation costs and provide to the CITY a <br /> five-year capital improvement and operations/maintenance budget plan <br /> including cost estimates for: <br /> (1) land acquisition; <br /> (2) construction; . <br /> (3) operations and maintenance; <br /> (4) equipment and staffing needs; <br /> (5) engineering; and <br /> (6) contingencies. <br /> ENGINEERrs opinions of costs are to be made on the basis of ENGINEER's <br /> experience and qualifications and represent ENGINEERrs best judgment as <br /> an experienced and qualified professional engineer generally familiar <br /> with the construction industry. ENGINEER does notr howeverr guarantee <br /> that actual costs will not vary from such opinions. <br /> 1. 7.8 Establish priorities for system improvements based on: <br /> (1) reduction in structural flooding; <br /> (2) reduction in roadway flooding; <br /> (3) hydrologic/hydraulic sequencing; and <br /> (4) capital cost vs. benefit received. <br /> 1. 7.9 Deliver a technical memorandum to the CITY summarizing the <br /> recommended improvementsr implementation priority and implementation <br /> cost for each major watershed area as well as identifying longer range <br /> capital improvement needs. <br /> 1.8 TASK 8 - PUBLIC PARTICIPATION PROGRAM <br /> The ENGINEER shall: <br /> 1. 8.1 Develop a public information program to inform the citizens of <br /> - San Marcos on project objectivesr findings and recommendations and to <br /> solicit public input on flood prone areas not recorded in CITY records. <br /> 1. 8.2 Devote particular attention to citizens directly impacted by <br /> flooding problems and by the construction of needed improvements. <br /> 1. 8.3 Develop presentation boards for use in public meetings. <br /> 1. 8.4 Maintain minutes in summary form of all public comments. <br /> 1. 8.5 Attend and participate in at least three (3) public meetings. <br /> -5- <br />
