<br /> ~ hZAF <br /> The City of San Marcos is in the process of hiring a consulting firm: <br /> A. The Consultant will review all available reports, studies and <br /> other information related to the city's past, present and future <br /> wastewater needs including but not limited to population trends, <br /> flows, (including infiltration/inflow) , and industrial pretreatment <br /> program. <br /> B. The Consultant will meet with city officials and with <br /> appropriate regulatory agencies as may be required during <br /> preparation of the master plan and will provide key personnel to <br /> present the plan at public meetings and to testify before <br /> appropriate agencies as requested by the City. <br /> C. The Consultant will project future wastewater system needs <br /> based upon population and service area~ <br /> D. The Consultant will evaluate existing wastewater system <br /> facilities capabilities for meeting future demands. <br /> In evaluating the capabilities, the Consultant will, in addition to <br /> hydraulic and/or organic loading, perform the following: <br /> 1. Review and analyze current and proposed state and/or <br /> federal regulations' and their impact on existing or <br /> future wastewater system facilities. <br /> 2. Review and analyze current and future permit requirements <br /> of the Texas Water Commission and" Environmental <br /> Protection Agency. <br /> E. The Consultant will evaluate alternatives for wastewater <br /> treatment. This evaluation shall include advanced treatment and <br /> outline the environmental impact for each level of treatment. <br /> F. The Consultant will evaluate the current sludge management <br /> program and other methods of sludge disposal or reuse. <br /> G. The Consultant will prepare a cost analysis for the various <br /> alternatives available to the city. ' <br /> H. The Consultant will prepare a preliminary report, including a <br /> cost analysis of the various options, for review and comment by the <br /> city. . <br /> I. After review and comment by the City, the Consultant will <br /> prepare a final report for presentation to the city Council and <br /> subsequently to appropriate state or federal agencies.
