Acquire the 1990 census block maps for San Marcos <br /> b. Acquire election precinct maps used in 1985 to 1991 elections. <br /> Maps need to show reasonable geographic detail, so that precinct <br /> boundaries can be located in relation to 1990 census block <br /> boundaries. <br /> c. Develop election precinct block composition file/table for each <br /> election. This would show the election precinct in which each 1990 <br /> census block fell (or predominantly fell) in each of the four <br /> election years. <br /> If no precinct boundaries changed during this period, only one <br /> file would be created. This demographic file would then be <br /> utilized for each of the elections to be analyzed. <br /> Any annexation or changes in the precincts over this period <br /> would be incorporated into the data file and accurately represented <br /> for each election year. . <br /> d. Acquire 1990 census PL94-171 redistricting database. <br /> e. Aggregate PL94-171 file to election precincts for 1985-1991, <br /> using block-to-precinct correspondence tables from step (c). <br /> f. Generate spreadsheets for total and voting-age population by <br /> race and Hispanic origin for 1985-1991 precincts. <br /> . Acquire election returns for all at-large contests involving <br /> g. <br /> one or more minority candidates fo~ 1985-1991 using election-day <br /> returns for 1985 to 1989, since early voting was not allocated to <br /> precincts before 1990¡ use both election-day and advance-voting <br /> returns for 1991. <br /> h. Merge elections returns with precinct demographics, by year for <br /> 1985-1991. This file will provide the database for statistical <br /> analysis. <br /> i. Run homogeneous-precinct and ecological regression analysis (as <br /> feasible) for all at-large elections, using the databases from step <br /> (h), and tabulate/interpret results. <br /> j. Acquire precinct combination tables for any 1985-1991 at-large <br /> runoff elections. This table shows how actual precincts were <br /> combined for reporting purposes. <br /> k.
