<br /> 70&- <br /> The report will provide the basis for client briefing, and the <br /> briefing is included in this task. <br /> Your request for a proposal did not include the following tasks, <br /> but if the city council decides to change the election system, we <br /> - -- are prepared to offer the following services. <br /> Develop Alternative Redistricting Plans <br /> a. If plans are to be drawn using existing voting precincts, the <br /> files created for the 1993 election analysis could be used to <br /> develop wards or districts. <br /> b. If it becomes evident that current voting precincts cannot be <br /> configured to achieve the desired objectives, the PL94-171 file can <br /> be used at the block level. There are a number of possibilities <br /> for managing this block level data file including a) the use of a <br /> LOTUS 1-2-3 data file or b) the use of a computerized map-drawing <br /> system such as Geo-District or CARS, which we have access to. <br /> c. As part of the redistricting process, we are prepared to àssist <br /> in developing a strategy for obtaining citizen 'input into the <br /> process, which is required as part of the redistricting submission <br /> to the Department of Justice. <br /> Prepare a 1990 citizenship Analysis <br /> a. Generate a 1990 census citizenship file by race and Hispanic <br /> origin for total and voting-age population (Special Count 127/ <br /> Summary Tape File 4), selecting all' block groups wholly or partly <br /> within the city limits. <br /> b. Compute citizen rates by race and Hispanic origin for total and <br /> voting-age population. <br /> c. Prepare a written report/memorandum discussing the implications <br /> of the citizenship analysis for the delineation of "effective" <br /> majority-Hispanic or majority-minority single-member districts - <br /> this report will need to be written in conjunction with the city <br /> attorney, because the arguments involving the role of citizenship <br /> in voting rights issues have tightly intertwined technical and <br /> legal dimensions. <br />
