I ZsI

PHASE 2. TREATMENT FACILITIES

A. Data Requirements.

Prepare a data requirements memorandum listing data that will be useful in
completion of the study. Submit this memorandum to Owner. Review data
obtained from Owner and other sources that pertain to project.

B. Wastewater and Sludge Characteristics.

1. Collect and review the last three years of raw wastewater and
sludge quantity and quality data.

2. Determine the per capita raw wastewater loadings for the last three
years. Per capita, flow, BOD, TSS, and other parameters will be
established for annual average, maximum month and peak day conditions.
Current service populations will be provided by the City.

3. Predict future flows and loads for the wastewater treatment plant,
based on projected population figures supplied by the City, and on the
historical per capita data developed.

C. Effluent Quality Requirements.

1. Review the NPDES and TWC permit requirements for the wastewater
treatment system.

2. Consult with the TWC and EPA concerning the possibility of future
revisions in the NPDES permit requirements.

3. Based on discussions with regulatory agencies and observed trends
at similar facilities, develop two hypothetical effluent quality
scenarios more restrictive than the current NPDES permit.

D. Water Quality Modeling.

. '
Conduct modellng to evaluate the effect of the three effluent discharge
scenarios on water quality in the San Marcos River.

1. Review Background Information.

a.

Historical San Marcos River water quality data; available
Texas Water Commission (TWC) and/or Corps of Engineers flow
and physical characteristics data.

b.

Previous modeling efforts of the TWC to simulate the effect of
wastewater treatment plant (WWTP) discharges into the San
Marcos River.

c.

Effluent flow and quality data from the San Marcos WWTP, and
available data from any other significant dischargers to the
San Marcos River.

06/02/93

A-2
