Establish a sense of human scale in a building design. <br />Views <br />Views from the public right of way to the university and Courthouse Square are important and <br />should be retained. The location of the building on a site, in addition to its scale, height, and <br />massing, can impact views from the adjacent public right of way, including streets, sidewalks, <br />intersections, and public spaces. <br />2. Minimize the impacts to primary views from the public right of way to the university <br />and Courthouse Square. <br />G u VIII liiii ri e s S II c liiii °I liiii c ° ° Illlh° e IIIIC °' e s "' <br />This section provides specific guidelines on topics directly related to the design standards. <br />Building Height <br />The variety in building heights that exists in downtown San Marcos helps to define the character <br />of the area. New development should continue the tradition of height variation, expressing <br />and supporting human scale and architectural diversity in the area. New buildings above <br />three stories should set back upper floors to maintain a sense of human scale at the street <br />and minimize impacts to lower scale historic structures downtown. The base code allows five <br />stories in downtown, but additional height may be considered. The following table should be <br />used when analyzing requests for additional height. <br />3. Provide variation in building height in a large project. <br />4. Position the taller portion of a structure away from neighboring buildings of lower <br />scale or other sensitive edges. <br />OJEW <br />
