<br /> AIRPORT MASTER PLAN UPDA TE <br /> SAN MARCOS MUNICIPAL AIRPORT <br /> SCOPE OF WORK SAN MARCOS, TEXAS <br /> PHASE I - AIRPORT REQUIREMENTS <br /> TASK 1.0 -INVENTORY. DA T A COLLECßON. SURVEYS. DEMOGRAPHICS - REVIEW OF PERTINENT <br /> DOCUMENTS <br /> The consultants will review existing pertinent documents, including previous planning studies, and will <br /> collect additional data eSS8ntial to achieving the obj8Clives of the Study. Data coNdon will be <br /> comprehensive in scope, but every effort win be made to avoid the collfJction of superfluous or unnfJC8ssary <br /> information. Information sources will include the Federal Aviation Adninistration, the Texas Department <br /> of Aviation, the appropriate state, county, and local offices, commercial and business organizations, and <br /> other sources as required, including the airport OWlJfJr and users. <br /> A physical inventory of airport features, structures, etc. will be acœrrplished along with a detailed analysis <br /> of maps, aerial photography, studies and engineering reports. An inventory report will be prepared and <br /> presented for review by the City. <br /> Tallie 1.1 OperatloÐIII DIlts <br /> Current information concerning !Dght operations (numbers, types), air traffic control, procedures, operational <br /> characteristics, user profiles, etc. will be obtained. Special emphasis will be placed on the identification <br /> of physical, functional, operational and environmental problems. Surveys of users are anticipated to be <br /> used in this task. <br /> Task 1.2 Review Previous Studies <br /> Previously accomplished studies and analyses including area and regional aviation studies and planning <br /> initiatives will also be reviewed. A review and analysis of the previous master plan for San Marcos <br /> Municipal Airport will be accomplished. Interviews with the 5th Army Reserve unit and reviews of their <br /> proposed expansions will be considered in developing alternatives in Task 6.0. <br /> Tallie 1.3 Review and AÐIIlysls Land Ownership Issues <br /> An analysis of land ownership issues and survey inconsistencies will be conducted to attempt to reconcile <br /> questions relative to land transfer and ownership of the areas formerly used as city landfill and for the area <br /> recently used for the MAtS for runway 12-30. This information will be coordinated with the City and <br /> appropriate Federal agencies. <br /> TASK 2.0 - SERVICE AREA DELINE A TION <br /> The service area, or area of geographic consideration for the proposed study can be defined in terms of <br /> the tendency of people to use air transportation facilities and aviation services. The methodology used to <br /> identify such market areas are conplex and depend upon many forces, both internal and external to the <br /> metropolitan area, and are a function of growth in population, employment and services, industrial <br /> development, disposable income, and other corTfJOnents. For the proposed study, the study methodology <br /> proposed to be used will be presented to the City, the airport advisory board, and other appropriate <br /> agencies prior to the actual delineation of primary market area. <br />
