<br /> Task 2.1 Surfllcfl Access <br /> Surface transportation arteries and anticipated changes to the access systems are extremely important in <br /> market area delineations and will, to the extent possible, be considered through the year 2010. <br /> TaBle 2.2 AlrspsÅ“ <br /> Airspace and air navigation within the Central Texas terminal airspace structure will be a consideration in <br /> the delineation of the service or service area, future airport faciHty location/configuration. <br /> Because of the unique character of the Central Texas area, and because of the dramatic socio-eccnomic <br /> changes that have OCCU"ed and are anticipated to occur, the determination of the role that San Marcos <br /> Municipal Airport is to play within the area system of airports is crucial to determination of future airport <br /> development plans. Task 3 will be devoted to such analysis and will establish the Airport's place in the <br /> aviation marketplace. <br /> TASK 3.0 . ROLE ASSESSMENT <br /> TaM 3. 1 CUrrent RoItI <br /> A role assessment matrix will be prepared that utiNzes fundamental attributes and criteria to rank the airport <br /> on a comparative basis with others in the region and in its role as a reRever airport. This matrix concept <br /> has been used in many other studies that required sirrilar role assessments and analysis. Because the <br /> airport is presently in existel1Ç.e, the study will not consider airport site suitabiHty as if it were a new location, <br /> but is intended primarily to provide the sponsor with a comprehensive view of the airport and its competitive <br /> position in present and future operating scenarios. <br /> The cu"ent role of the airport will be determined through a detailed investigation of current usage, including <br /> aviation activity, user profiles, airspace, share-of-the-market, and historical performance. Financial <br /> performance of the airport, including that of airport businesses, will also be analyzed, and used as a metric <br /> of performance felative to future revenue production. <br /> Task 3.2 Future Role <br /> The term "role assessment" as used in this proposal means a process or methodology through which the <br /> future characteristics of airport activity can be determined. but within the constraints of specific conditions. <br /> The col"dtions will be defined through an analysis of the circumstances that may occur during the planning <br /> period. Based upon our pre/irrinary investigation, at least three conditions will be devised as a basis for <br /> role detemination. <br /> COndition 1 will provide an analysis of San Marcos Municipal Airport's potential in a growing or expanding <br /> economy and will focus upon the airport's abiHty to maximize attraction of new business and aviation activity <br /> in cofTfJetition with other key airports within the primary and seccndary market areas. <br /> COndition 2 will be based upon a status quo economic situation within the community and the surrounding <br /> areas, and will assume that other airports competing within the primary market area also remain in a status <br /> quo. The local economy and general eccnorric well-being of the region and the state will assume to <br /> remain unchanged from the present. <br /> COndition 3 will assume a declining economy and the corrparative analysis will stress San Marcos <br />
