<br /> Municipal Airport's ability to maintain or attract aviation activity and clientele from vnthin the market area. <br /> Development scenarios will be considered in terms of flexibility, adaptabiHty and a comparison of cost <br /> versus benefit of capital improvements vnthin a declining market, and to defer or eliminate capital <br /> investment. <br /> There are a number of factors of significance in assessing the role of the airport. The most important of <br /> these are: <br /> 0 Area potential for increases in aviation demand, by locale. <br /> 0 City/Area aviation needs, and the propensity of the local population to use air transportation (all <br /> forms). <br /> 0 Proximity to largest numbers of potential users (note: this does not necessarily mean the largest <br /> population centers but to such users as business, government, etc.). <br /> 0 Attitude of airport sponsor toward airport improvements and development. <br /> 0 Access and convenience to users and potential users. <br /> 0 Economic and demographic characteristics of primary service area. <br /> 0 Expansion capability in terms of cost, teffain, land values, utilities, etc. <br /> 0 Development constraints, including land use and regulatory constraints, environmental issues. <br /> TaSk 3.3 Compllrtltlve Analysis <br /> The final corrponent in role assessment will include a comparative analysis of San Marcos Municipal Airport <br /> to other key airports in the system in terms of: <br /> 0 Airfield capacity <br /> 0 Facilities - existing and planned <br /> 0 Expansion capability <br /> 0 Financial strength <br /> 0 Urban growth potential <br /> 0 Land areas <br /> 0 Navigation aids <br /> 0 Relative importance in terms of airspace and airport assistance (FAA) <br /> At the completion of Task 3, the airport profile and its place vnthin the primary aviation marketplace vnll <br /> have been defined. Because of the irrportanœ of this assessment and its impact upon the short- and Iong- <br /> term airport development program, a report vnll be presented to the sponsors at the completion of this task <br /> along vnth preliminary forecasts of aviation demand ba,sed upon the scenarios considered. <br /> TASK 4.0. FORECASTS OF AVIATION DEMAND <br /> Forecasts of aviation demand will be prepared for a planning period extending at least through the year <br /> 2010. These forecasts will satisfy the needs of demand/capacity analysis and the other needs of the <br /> Airport Master Plan and the relative community participation issues. <br /> TaSk 4.1 Aviation Fol'8CBsts <br /> The aviation forecasts vn/l be prepared, in part, using the Capitol Area Council of Governments <br /> demographic and aviation forecasts. Using these forecasts will assure consistency with other metropolitan <br /> plans, and regional planning initiatives. However, original forecasts will be prepared as well, using data <br /> specific to San Marcos Municipal Airport and the Houston area. <br /> The inputs to this task will include demographic information, historical aviation traffic and air service, auto <br /> driving times, air carrier statistical data, economic series, and a vnde variety of assumptions. State and <br /> local demographic information sources will be consulted regarding demographic forecasts for the market <br />
