<br /> analysis will identify the airport's role as: <br /> 1. An attraclor to potential new business, industry and air service. <br /> 2. The airport's cuffent and anticipated (future) contribution to the area economy. <br /> 3. Its secondary role as it affects aspects as a stimulus to recreation tourism, quality of life, etc. <br /> A pro-forma analysis and financial plan of the airport operations as a public owned and operated facility <br /> will be produced and an analysis will be performed. The analysis wi// include potential efTfJloyment on the <br /> airport and in related businesses. <br /> The financial plan will include an estimate of capital investment along w;(h a schedule of ifTfJrovements <br /> identified in Element 3.0. The development schedules wi// be based upon the short, intermediate, and long <br /> term needs as developed in the study, and will be based upon the role assessment and development plans <br /> resulting from Elements 3.0 and 5.0. <br /> There will be an analysis of possible funding sources including general obHgation bonds, revenue bonds, <br /> federal funding sources and the possible infusion of private funding for certain airport improvements. <br /> Existing airport management policies and practices (as they affect airport revenues) wi// be reviewed and <br /> considered in the context of anticipated future airport needs and public ownership, and a review of airport <br /> rates, charges and leases will be conducted. <br /> TASK 14.0 - RNANCING <br /> There will be an analysis of possible funding sources including general obligation bonds, revenue bonds, <br /> federal funding sources, and the possible infusion of private funding for certain airport improvements. <br /> Financing options and recommendations will be provided in the proposed phase development of the San <br /> Marcos Municipal Airport. <br /> PHASE IV . MASTER PLAN DOCUMENTS <br /> Task 15.0 will be accompHshed in large measure as,the study develops. Each task described in this <br /> proposal will have, as its output, documentation consisting of technical memoranda. worldng papers, <br /> graphics or other appropriate material consistent with the City requirements. A survey of study documents <br /> to be deHvered is shown in Section 4.0 of this proposal. <br /> TASK 15.0 - DRAFT MASTER PLAN UPDATE <br /> At the completion of the study, a final draft report will be prepared that will be primarily based upon the <br /> technical memorandalworldng papers previously subrritted. The report will be submitted to. the City for <br /> review and comment. as indicated on the proposed project schedule. Following subsequent review and <br /> comment by the City, the TDA, the FAA and other officials or parties, a final report will be prepared, along <br /> with an executive summary which will present the study results and recommendations in a brief format <br /> intended primarily for public distribution. <br /> In addition to the final report, the airport layout plan (ALP), height hazard zoning maps and noise exposure <br /> maps will be prepared at appropriate scales. <br />
