PRELIMINARY REPORT <br /> A draft of the final report will be prepared for review by the Airport Advisory Board and the City and pubOc <br /> information meetings will be conducted for informal community input. <br /> PHASE III - FINANCIAL PLAN <br /> TASK 10.0. SCHEDULE OF PROPOSED DEVELOPMENT <br /> A phased schedule for development will be prepared which maximizes flexibility in structuring for growth <br /> over the intermediate and long term. The developmental schedule will be considerate of financing options <br /> and timetables. <br /> TASK 11.0 . ESTIMA TES OF DE VEL OPAfENT COSTS <br /> Estimates of development costs will be prepared in sufficient detaH for use in potential application for FAA <br /> funding. Cost estimates will reflect a breakdown for potential local and federal shares and will highlight key <br /> projects which would maximize airport utility. <br /> TASK 12.0. ECONOMIC FEASIBILnY <br /> Estimates of phased development costs will be evaluated in terms of the revenue generation potential of <br /> each. Estimates of operating and maintenance costs, along with estimates of revenue generation from <br /> airport operations, will be provided. <br /> TASK 13. ECONOMIC IMPACT ASSESSMENT <br /> As an optional element, CWA, Inc. can prepare an economic irrpact assessment for San Marcos Municipal <br /> Airport. This element would assess the existing and project impact of San Marcos Municipal Airport on the <br /> economy of the local area. A study will be developed to present an analysis of the development of data <br /> from existing activity located at the airport, and will focus on identifying basic employment, payroll, and total <br /> annual revenues from which to derive estimates of total existing economic impacts. <br /> Local econorric development organizations and the local Chambers of Commerce will be consulted to <br /> identify the degree to which the airport currently factors into industrial and commercial business decision <br /> making in the surrounding comrronity. Surveys will be distributed to itinerant pilots to identify the level of <br /> current expenditures that are being made by general aviation in the local economy. <br /> The resultant base information will be analyzed in order to identify the direct and indirect economic <br /> contribution made by San Marcos Municipal Airport into the economy of the surrounding area. <br /> Identification of probable secondary expenditure multipliers for estimating indirect impacts will be made. <br /> The result of this effort will be a twenty-year econorric projection subdivided into five-year increments based <br /> upon the airport and land use ifTJ'rovement programs detailed in Element 5.0 -Facility Requirements.
