<br /> -5- <br /> MEASURE NO. EIGHT <br /> <br />SHALL SECTION 6. 03 OF THE CITY CHARTER BE AMENDED TO READ AS <br />FOLLOWS: <br />Sec. 6.03. Forms of oetitions. <br /> <br />Ini tiati ve petition papers shall contain the full text of <br />the proposed legislation in the form of an ordinance, <br />including a descriptive caption. Referendum petition papers <br />shall contain a sufficient description of the ordinance <br />sought to be referred to identify it, or if the ordinance <br />has been passed by the council, the full text of the <br />ordinance sought to be referred shall be included in such <br />papers. The signatures to the ini tiati ve or referendum <br />petitions need not be all appended to one paper, but each <br />signer shall sign his or her name in ink or indelible <br />pencil, together with a notation showing residence address <br />and voter registration number. No signature shall be <br />counted where there is reason to believe it is not the <br />actual signature of the purported signer or that it is a <br />duplication either of name or of handwriting used in any <br />other signature on the petition, and no signature shall be <br />counted unless it is accompanied by all of the information <br />required by applicable state law. Before signatures on any <br />petition paper may be counted one of the signers of such <br />petition paper, a qualified voter, shall make oath before <br />the city secretary or any other officer competent to <br />administer oaths, that the statements made therein are true, <br />that each signature to the paper appended is the genuine <br />signature of the person whQse name purports to be signed <br />thereto, and that such signatures were placed thereon in <br />that person's presence. <br /> MEASURE NO. NINE <br />SHALL SECTION 7. 04 OF THE CXTY CHARTER BE AMENDED TO READ AS <br />FOLLOWS: <br />Sec. 7.04. Orqanization. <br /> <br />The commissions each shall elect a chair from its <br />membership annually, and shall establish rules of procedure <br />which shall include the following: <br />(a) A quorum shall consist of a majority of the <br /> membership. <br />(b) The chair shall be entitled to vote upon any <br /> question. <br />(c) Minutes shall be kept of the proceedings of the <br /> commission and shall be a public record. <br />(d) All meetings shall be open to the public. <br /> MEASURE NO. TEN <br />SHALL SECTIONS 8.05 AND 8.11 OF THE CITY CHARTER BE AMENDED <br />TO READ AS FOLLOWS: <br />Sec. 8.05. Budqet a oublic record. <br /> <br />The budget and all supporting schedules shall be filed <br />with the city secretary, submitted to the city council and <br />shall be a public record.
