CONSULTANT shall be responsible for the provision of a complete and accurate physical inventory of all City of San Marcos fixed assets, including land, buildings, vehicles, equipment, machinery and all other items as identified herein including the provision of original and replacement cost data. In the provision of these services, the CONSULTANT shall accomplish the objectives identified in Subparagraphs 2.2.1 through 2.2.4. 2.2 OBJECTIVES 2.2.1 Com~rehensive Property Record System The CONSULTANT shall provide the City with a detailed fixed asset system, which will offer the following: (1)- Proper accountability and stewardship of assets owned. (2) Compliance with the requirements of GAAP and GAAFR. ( 3 ») A basis for projecting future capital replacement and addition expenditures. (4) Improved equipment utilization through control and identification of property. 2.2.2 Development of Accurate Insurable Values The CONSULTANT shall develop and provide the City with accurate building and contents descriptions as well as replacement costs. The CONSULTANT shall also develop a system for perpetuating the above valuation conclusions and assist the CITY in ongoing proof-of-loss services in the event of a required claim against the CITY's insurance coverage. 2.2.3 System Conversion The CONSULTANT shall provide system consultation, on an as needed basis, to ensure an easy and accurate conversion of collected data to the CITY's fixed asset software program. The CONSULTANT shall coordinate with the CITY's Information Services Department, in conjunction with the CITY's provider of fixed assets software, to ensure a smooth and orderly conversion. 2.2.4 Per~etuation and Maintenance Procedures The CONSULTANT shall recommend perpetuation and maintenance procedures during the physical inventory.
