Substantial Amendment Proposal <br />San Marcos Senior Center <br />BACKGROUND <br />The San Marcos Senior Center is a city -owned facility that is leased on a long -term basis to <br />Community Action, Inc. of Central Texas. The Center was constructed in 2004 using Community <br />Development Block Grant (CDBG) program funding. The Center uses this public facility to serve <br />the senior citizens of San Marcos with a variety of activities and serves a lunch meal five -days <br />per week. <br />The Center needs additional space for program use and the existing parking lot is inadequate <br />and poorly designed. The City has designated CDBG funding for the expansion of the facility as <br />follows: <br />• From the 2010 Action Plan: (a) $35,,000 for Parking Improvements and (b) $46,000 for <br />the design of the proposed improvements. <br />• From the 2011 Action Plan: (a) $132,634 for the construction of the facility <br />improvements. <br />These three funding allocations were set up as separate projects in the City's financial system <br />and in the US Department of Housing and Urban Development's (HUD's) IDIS reporting system. <br />It has now been determined that the expansion of the building and the parking lot <br />improvements will occur simultaneously once the design has been completed. <br />HUD monitors projects to ensure the timely expenditure of funds and progress with the <br />completion of funded activities. In order to most accurately show the progress being made on <br />the Senior Center project, the City anticipates combining the three funds into one single <br />account. In accordance with the Citizens Participation Plan, this action requires the City to <br />complete a Substantial Amendment Process. <br />PROPOSED CHANGE <br />No funds have been expended from "Parking" and "Construction" activities; the funds originally <br />allocated to these activities will be moved to the "Project Design" activity.
