Documentation of CDBG Compliance: The city has a city -wide low /mod population far in excess <br />of 51% and demographic records of those attending classes or programs in the Senior Center <br />are reported on a quarterly basis by Community Action while the project is open. Annual <br />Reporting will continue for a period of not less than five years following completion of the <br />expansion project. <br />Program Income: Any Program Income that is created through programs /classes offered at the <br />Cephas House will be reported annually and will be returned to the City's CDBG- eligible <br />programming offered at the Cephas House. <br />SUBSTANTIAL AMENDMENT PROCESS SCHEDULE <br />• February 26, 2013 Notice of the proposed change in use will be published in the San <br />Marcos Daily Record <br />• Week of February 25th A Press Release will be distributed to all area news media and <br />citizens who are on the city's distribution list. The press release will be forwarded to the <br />Dunbar Neighborhood Association representative(s). <br />• February 27 through March 29 The 30 -day citizen comment period — all comments <br />received during the comment period will be provided to the City Council. <br />• April 2, 2013 City Council public hearing on the proposed change in use <br />• April 2, 2013 Council action to approve or disapproved the proposed change in use. <br />o If approved, a resolution will be adopted. The resolution, along with <br />documentation of compliance with the substantial amendment process, will be <br />forwarded to HUD for review and approval. <br />o If denied, Council will provide staff with direction on how to proceed with <br />determining the use of the Cephas House. <br />
