The Council reconvened into regular session at approximately 5:41 p.m. The Council received <br />legal advice in Executive Session. <br />5. Receive a Staff presentation regarding the Quarterly Investment and Financial <br />Summary Reports for the quarter ending December 31 2012. <br />Heather Hurlbert, Assistant Director of Finance, provided the Council with the Quarterly <br />Investment and Financial Summary Report. <br />6. Invocation <br />Pastor Dennis Spire from Calvary Baptist provided the invocation. <br />7. Pledges of Allegiance - United States and Texas <br />Joseph Nino, a 5th grade student at Hernandez Elementary led the pledges. <br />8. 30 Minute Citizen Comment Period <br />Jaimy Breihan, San Marcos, TX, addressed the Council regarding students parking in <br />neighborhoods, and how he felt this issue needed to be addressed. He felt that the code <br />enforcement budget needed to be increased to be able to enforce codes with the growing student <br />population. He stated that going to a parking permit system would be a great way to attack this <br />growing issue in our town. He also spoke about the master plan being adopted and was happy to <br />see that going to Council. <br />Dianne Wassenich, San Marcos, TX, addressed the Council in regards to parking issues within <br />the neighborhoods. She wanted. to make sure that the Council understood that their were party <br />buses that were picking up students that live at The Retreat and the disruptions that occur due to <br />these buses. The parking issue that was resolved on Hughson Dr has now moved over to other <br />adjacent streets and is causing problems. She also addressed the issue of when any parkland is <br />given to the City that has parking on it that those parking places will be taken up by those <br />visitors, and that this causes people to park in adjacent neighborhoods. <br />Consent Agenda <br />9. Consider approval of the March 19, 2013 Regular Meeting Minutes. <br />10.Consider approval of Ordinance 2013 -13, on the second of two readings, amending the <br />Traffic Register maintained under Section 82.067 of the San Marcos City Code by <br />amending the speed limit in both directions of the following streets in the Spring Lake <br />Hills Subdivision from 30 miles per hour to 25 miles per hour: Mimosa Circle, Inwood <br />Drive, Norcrest Drive and Panorama Drive; and including procedural provisions. <br />11.Consider approval of ordinance 2013 -14, on the second of two readings, amending <br />Chapter 2, Administration, Article 2, Section 2.024 of the San Marcos City Code, to <br />
