increase the compensation for each Council Member from $500 per month to $950 per month and to increase the compensation for the Mayor from $750 per month to $1,200 per month; including procedural provisions; and, establishing an effective date. 12.Consider approval of Resolution 2013 -49R, authorizing the temporary closure of portions of Hopkins, Guadalupe, MLK, Edward Gary, San Antonio and LBJ Streets on Sunday, April 14, 2013 from 6:30 a.m. to 1:00 p.m. for the Criterion Bicycle Race and declaring an effective date. MOTION: Upon a motion made by Council Member Thomaides and a second by Council Member Becak, the City Council voted six (6) for, (1) absent from dais, Council Member Prather and none (0) opposed, to approve the consent agenda. Public Hearings 1.3.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for or against Ordinance 2013 -16, adopting Vision San Marcos: a River Runs Through Us as the Comprehensive .(master) Plan of the City of San Marcos to guide the growth and development of the City; adopting the preferred scenario map therein as the future land use map of the City; repealing the adoption of the Horizons Master Plan. and Sector Plans under Chapter 3 of the Land Development Code and the applicability thereof to legislative development,., applications;-- repealing the future land use map designations associated with specific zoning classifications under Section 4.1.5.1 of the Cit s Land Development Code and providing new associated designations from the preferred scenario map; limiting the consideration of requests for am. end, ments to the preferred scenario map to twice per year, being once during the month of October and once during the month of April; providing that pending applications for zoning map amendments filed before the date of adoption of this ordinance ma continue to be considered under standards in the prior Horizons Master Plan, Sector Plans and future land use map until the earlier of final action on the application by the City Council or October 8, 2013; including procedural provisions; and providing an effective date; and consider approval of Ordinance 2013 -16. Bill Taylor, Chair of the Comprehensive Master Plan Steering Committee, and Donna Hill, Co- Chair, provided a presentation of the City's Comprehensive Plan. Mayor Daniel Guerrero opened the public hearing at 8:04 p.m. Kalvon Hanson, San Marcos, thanked everyone for their participation in the process, and encouraged the Council to adopt the plan as the chair of the arts commission. Jay Hebert, San Marcos, thanked the citizens and staff for their perseverance, especially the citizens that volunteered. Please approve the plan.
