The motion carried. <br />Public Hearings <br />1.3.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2013 -16, adopting Vision San Marcos: a River Runs Through Us <br />as the Comprehensive .(master) Plan of the City of San Marcos to guide the growth and <br />development of the City; adopting the preferred scenario map therein as the future land <br />use map of the City; repealing the adoption of the Horizons Master Plan. and Sector <br />Plans under Chapter 3 of the Land Development Code and the applicability thereof to <br />legislative development,., applications;-- repealing the future land use map designations <br />associated with specific zoning classifications under Section 4.1.5.1 of the Cit s Land <br />Development Code and providing new associated designations from the preferred <br />scenario map; limiting the consideration of requests for am. end, ments to the preferred <br />scenario map to twice per year, being once during the month of October and once <br />during the month of April; providing that pending applications for zoning map <br />amendments filed before the date of adoption of this ordinance ma continue to be <br />considered under standards in the prior Horizons Master Plan, Sector Plans and future <br />land use map until the earlier of final action on the application by the City Council or <br />October 8, 2013; including procedural provisions; and providing an effective date; and <br />consider approval of Ordinance 2013 -16. <br />Bill Taylor, Chair of the Comprehensive Master Plan Steering Committee, and Donna Hill, Co- <br />Chair, provided a presentation of the City's Comprehensive Plan. <br />Mayor Daniel Guerrero opened the public hearing at 8:04 p.m. <br />Kalvon Hanson, San Marcos, thanked everyone for their participation in the process, and <br />encouraged the Council to adopt the plan as the chair of the arts commission. <br />Jay Hebert, San Marcos, thanked the citizens and staff for their perseverance, especially the <br />citizens that volunteered.
