Thomas Rhoades, ETR Development: Buda, TX, thanked the citizens and staff. Asked for <br />approval of the plan and mentioned their request at the Planning and zoning Committee meeting <br />to add Lazy Oaks Ranch to the map. <br />There being no further comments; the public hearing was closed at 8:06 p.m. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Becak MOTION TO AMEND: Upon a motion made by Council Member Porterfield <br />and a second by Council Member Scott, the City Council voted seven (7) for and none (0) <br />opposed, to amend by including five text changes: Pg 44 Vision Statement: we envision San. <br />Marcos to have a strong, more comprehensive foundation of safe stable neighborhoods while <br />preserving and. protecting the historical, cultural and natural identities of those neighborhoods. <br />Pg 47 after: Goal 3: A vibrant central arts district and robust and accessible add: arts and <br />cultural educational opportunities for residents everyone (see attachment). Pg 47 change: Goal <br />3, Objective 2 to: Establish. an Arts District Development Task Force t0 identify the location for, <br />and implement the creation of, the Central Arts District. Pg 51 Goal 2, Objective 2, Develop a <br />multimodal transportation system that integrate with existing and proposed University and <br />regional systems. Pg 109 Last Sentence In addition, it is recommended that notice be sent to all <br />relevant community stakeholders including the neighborhood representative(s) from the <br />Council of Neighborhood Associations (CONA) on record with the city, and the Preferred <br />Scenario Map: adding Lazy Oaks Subdivision, based on the development agreement which was <br />approved by Council, on all maps for planning purposes. Also adding PDD, SC and D to the <br />Equivalency Table, and adding "City Limits /Areas of Stability" to the legend of the Preferred <br />Scenario Map. The motion carried. MAIN MOTION: the City Council voted seven (7) for and <br />none (0) opposed, to approve Ordinance 2013-16, as previously captioned. The motion carried. <br />14. 0OPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or a ainst Ordinance 2013 -1.5 amending Section 6.01 of the .Planned Development <br />District Standards for the Hillside Ranch Phase II Planned Development District <br />ado ted by Ordinance 2012 -13 for the purpose of clarif ying that the 150 foot buffer <br />between the face of the first units and the northwest property line does not apply to the <br />rowhouses alone North LBJ- Drive; providing a savings clause; rovidin for the re eal <br />of any conflicting provisions ;.. and . providing an effective date; and consider approval of <br />Ordinance 2013 -15. <br />Matthew Lewis, Director of Development Services, provided a brief presentation. <br />Mayor Daniel Guerrero opened the public hearing at 8:41 p.m. <br />Jay Hiebert, San Marcos, presented the Council with pictures regarding the property line <br />measurements and a timeline of his Endings and progression of the building in question. He <br />asked the Council to protect the neighborhood. <br />Sherwood Bishop, 124 Elm Hill Court, addressed the Council regarding how he felt that this was <br />just an example of words being twisted and not exactly what the intent is. He provided <br />information regarding the neighborhood's work with the developer and negotiations. He stated <br />
