provide direction to Staff. <br />Jennifer Shell, City Engineer, provided an update on the Downtown Reconstruction Phase I <br />Proj ect. <br />5. Invocation <br />The assembly recognized a moment of silence. <br />6. Pledges of Allegiance - United States and Texas <br />Council Member Scott led the assembly in the Pledges of Allegiance. <br />7. 30 Minute Citizen Comment Period <br />Thomas Prentice, San Marcos, addressed the Council regarding 5 mass catastrophic species <br />extinctions. Four of them due to climate change. It wasn't global warming, it was global <br />cooling. He provided additional information regarding global warming, and the potential of the <br />human species being moved to extinction. <br />Joe Ptak, 505 Patricia, addressed the Council and recognized Jaimy Breihan and his passing. He <br />stated that the Council knew where Jaimy stood on issues. He stated that he hoped that someone <br />would step up and give the Council hell in Jamiy's place. The remainder of his time was spent in <br />a moment of silence in honor of Jaimy's passing. <br />Sherwood Bishop, San Marcos, addressed the Council and spoke in support of the trail that is <br />suggested for CDBG funding at the request of the Green Belt Alliance. <br />Consent Agenda <br />8. Consider approval of the April 2, 2013 Regular Meeting Minutes. <br />9. Consider approval of Ordinance 2013 -15, on the second of two readings, amending <br />Section 6.01 of the Planned Development District Standards for the Hillside Ranch <br />Phase II Planned Development District adopted by Ordinance 2012 -13 for the purpose <br />of clarifying that the 150 foot buffer between the face of the first units and the northwest <br />Property line does not apply to the rowhouses along North LBJ Drive; providing a <br />savings clause; providing for the repeal of anv conflicting provisions; and providing an <br />effective date. <br />10.Consider approval of Ordinance 2013 -17, on the second of two readings, amending <br />various sections of Article 6, Downtown Design Standards, of the San Marcos <br />SmartCode (Subpart C of the San Marcos City Code) to allow the Development Review <br />Committee to approve certain variations to building design elements if they meet the <br />criteria in the Downtown Design Guidelines; including procedural provisions. <br />11.Consider approval of Ordinance 2013 -18, on the second of two readings, granting the <br />consent of the Citv of San Marcos, Texas, to the creation of LaSalle Municipal Utility <br />District Nos. 2, 3, 4 and 5 within the City's Extraterritorial Jurisdiction; approving a <br />
