22. PM Receive a Staff presentation and hold a Public Hearing to recei <br />00 ff ve comments for <br />or against Ordinance 2013 -16, adopting Vision San Marcos: a River Runs Through Us <br />as the Comprehensive (master) Plan of the City of San Marcos to guide the growth and <br />development of the City; adopting the preferred scenario may therein as the future land <br />use may of the City; revealing the adoption of the Horizons Master Plan and Sector <br />Plans under Chapter 3 of the Land Development Code and the applicability thereof to <br />legislative development applications; repealing the future land use may designations <br />associated with specific zoning classifications under Section 4.1.5.1 of the City's Land <br />Development Code and providing new associated designations from the preferred <br />scenario map; limiting the consideration of requests for amendments to the preferred <br />scenario map to twice per _year, being once during the month of October and once <br />during the month of April; providing that pending applications for zoning map <br />amendments filed before the date of adoption of this ordinance may continue to be <br />considered under standards in the prior Horizons Master Plan, Sector Plans and future <br />land use map until the earlier of final action on the application by the City Council or <br />October 8, 2013; including procedural provisions; and providing an effective date; and <br />consider approval of Ordinance 2013 -16. <br />Matthew Lewis, Director of Development Services, provided a brief presentation. <br />Mayor Daniel Guerrero opened the public hearing at 7:22 p.m. <br />Thomas Rhoades, ETR Development, asked the Council to show the Lazy Oaks Ranch <br />development on the preferred scenario maps. <br />Daniel Gomez, Texas State Student, asked that more bike lanes be planned. <br />Lisa Pruitt, San Marcos, supported this plan and that the proof of the success of this plan will be <br />if the community continues to be supportive. She believes that this provides predictability to the <br />developers and citizens and that this will strengthen that community in the long run. <br />Mason Murphy, 1975 Aquarena Springs Dr, thanked the Chairs, co- chairs and committee <br />members for their work on this plan and also thanked the City Staff for their time. <br />There being no further comments; the public hearing was closed at 7:26 p.m. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Becak, MOTION TO AMEND: Upon a motion made by Council Member Thomason <br />and a second by Council Member Becak, the City Council voted seven (7) for and none (0) <br />opposed, to amend by outlining and labeling Lazy Oaks on the preferred scenario map. The <br />motion carried unanimously. MAIN MOTION: the City Council voted seven (7) for and none <br />(0) opposed, to approve Ordinance 2013 -16, as previously captioned. The motion carried <br />unanimously. <br />23.7:OOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or against Ordinance 2013 -24, approving an amendment to the Future Land Use Map <br />
