from LDR Low Density Residential to P Public for a 2.01 acre, more or less, tract of <br />land, being lot 1 of the Craddock Avenue subdivision located in the 1100 block of <br />Craddock Avenue; amending the Official Zoning Map of the City by rezoning this tract <br />from SF -6 Single - Family Residential District to P Public and Institutional District; and <br />including procedural provisions; and consider approval of Ordinance 2013 -24, <br />Matthew Lewis, Director of Development Services, provided a brief presentation. <br />Mayor Daniel Guerrero opened the public hearing at 7:44 p.m. <br />Dan Gibson, San Marcos, addressed the Council on. behalf of the Church regarding this item and <br />asked that the Council approve this request. He addressed concerns that have been brought up <br />through letters of opposition; primarily the impervious cover percentage of potential 80 %. <br />Kyle (inaudible), 1022 W. MLK, addressed the Council and asked for the approval of this zoning <br />change. <br />Camille Phillips, San Marcos, addressed the Council and wished that these lots had been sold for <br />single family use. Spoke in support of this item. <br />Jeanie Lewis, 1315 Lazy Lane, addressed the Council as a founding member of the church and <br />asked that the council approve this request. She addressed the fact that they have been <br />established for 25 years and the fact that they are stable and environmentally responsible. She <br />asked for the Council's positive consideration. <br />Zach Thomas, 1754 Bishop St, addressed the Council regarding the churches request and asked <br />that they consider approval of this request. <br />There being no further comments; the public hearing was closed at 7:51 p.m. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Prather, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance 2013- <br />24, as previously captioned. The motion carried unanimously. <br />Non Consent Agenda <br />24.Consider approval of Ordinance 2013 -25, on the first of two readings, the City's 2012- <br />2013 Fiscal Year Budget to convert a part -time Main Street Program Assistant position <br />to a full -time position; and providing an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Thomaides, the City Council voted seven (7) for and none (0) opposed, to approve Ordinance <br />2013 -25, on the first of two readings, as previously captioned. The motion carried unanimously. <br />25.Consider approval of Resolution 2013 -60R approving an agreement between the City of <br />San Marcos and Bureau Veritas North America, Inc. for the provision of interim <br />
