The ADMINISTRATOR shall submit copies of paid invoices for these materials to the CITY within ten (10) days of the invoice date. The ADMINISTRATOR shall take advantage of any available discounts and donations of materials. 2.4 TASK 3- IIARlŒTIRG MID PURCHASE PROCESS For each of the phases described in Paragraph 2.3.1 the ADMINISTRATOR shall: 2.4.1 Market the homes being constructed through a community-wide newspaper and mail out advertisement campaign. 2.4.2 Recruit applicants for purchase of the homes through an advertisement campaign which will include placing "for sale" signs on proposed building lots. 2.4.3 In conjunction with the CITY and the GRANT CONSULTANT, screen applicants for income eligibility, verify income/employment and prequalify applicants for financing using a procedure established by the CITY, GRANT CONSULTANT and ADMINISTRATOR. 2.4.4 Based on mutual consensus between GRANT CONSULTANT, CITY AND ADMINISTRATOR, recommend applicants to the participating financial institution for mortgagé underwriting. 2.4.5 Assure that a certificate of occupancy is issued and coordinate closing for each purchaser. ARTICLE 3 THE CITY'S RESPONSIBILITIES 3.1 The CITY shall provide full information regarding requirements for the Project. 3.2 The CITY shall provide access to and make all necessary provisions for the ADMINISTRATOR to enter upon CITY property as required for the ADMINISTRATOR to perform its services under this Agreement. 3.3 The CITY shall waive payment by ADMINISTRATOR of building inspection fees (building, electrical, plumbing, mechanical, curb cut and flood plain permits), impact fees and water and wastewater tap fees. ADMINISTRATOR shall be responsible, however, for assuring that the CONTRACTOR and its Subcontractors are licensed by the CITY to perform services as specified in the Construction Contracts.
