Mrs. Mendez moved that the four names <br />submitted to the City Secretary prior to the meeting be appointed by <br />acclamation: Dr. James Goldsmith, Mrs. Sidney Anderson, Mr. Joe Nicola, <br />and Mrs. Zelma Davis. Mr. Farr seconded the motion, which passed una- <br />nimously. <br /> <br />Mayor Craddock opened a public hearing on a zoning change request to <br />rezone Block No.4, Lot Nos. 2 and 3, G. A. McNaughton Addition, a/k/a <br />1012 Academy, from "R-l" (Single-Family Dwelling District) to "D" (Multi- <br />Family Dwelling District). No one wished to speak in favor of the re- <br />quest. Messrs. James Ford and Jerry Clark opposed the zoning request <br />because of traffic concerns in the area, and Mr. Bob Thomas opposed the <br />request stating P&Z had denied the zoning change and he wanted to defend <br />the neighborhood as Single Family. Council Member Tess Norris said she <br />had personally viewed the area and there was heavy traffic and a dangerous <br />corner. Dr. Ken Long asked what the Master Plan showed for the area, <br />and Joe Garza advised "low density". Dr. Ken Long then stated he op- <br />posed the zoning change. No one else wished to speak for or against <br />the zoning change, so Mayor Craddock closed the public hearing. <br /> <br />Mayor Craddock opened a public hearing on a zoning change request to <br />rezone Lot Nos. l04 and 107, Park Addition, located at Chestnut and <br />Live Oak, from "R-l" (Single-Family Dwelling District) to "D" (Multi- <br />Family Dwelling District. Curtis Jenkins, requesting the zoning change, <br />spoke in favor of the request, stating multi-family zoning surrounded <br />the area and that the area had not been single family for a number of <br />years. He stated there were traffic problems in many areas of San Mar- <br />cos in addition to this area. He reviewed with the Council the zoning <br />of the area. Opposing the zoning request Wq~ Mr. Jenkins' neighbor, <br />Mr. Norwood. He stated there was no immediate need for the zonlng <br />change to be approved, as Mr. Jenkins would not be selling the pro- <br />perty for a few years. He advised the Council the zoning change would <br />lessen the value of his single-family residence and could possibly in- <br />crease his taxes if zoned multi-family. Council Member Tess Norris <br />said the street wà~ steep and dangerous up Chestnut. Council Member <br />Gerald Farr said there were some serious problems with traffic and <br />drainage in the area. No one else wished to speak in favor or against <br />the zoning request, so Mayor Craddock closed the public hearing. <br /> <br />Mayor Craddock opened a public hearing and the Council considered ap- <br />prova~ of an Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br />29, 1980 (VOL. 54) BY ZONING 0.23 OF AN ACRE OF LAND <br />OUT OF THE J. M. VERAMENDI LEAGUE NO.1 IN HAYS COUNTY, <br />TEXAS, A/K/A 2101 HUNTER ROAD, FROM "AO" (AGRICULTURAL- <br />OPEN SPACE DISTRICT) TO "LI" (LIGHT INDUSTRIAL DISTRICT). <br /> <br />Mayor Craddock asked if anyone wished to speak in favor of the zoning <br />request. John Campsall, owner of the property, stated lis sell of this <br />property to Handler Smith was pending and that the Master Plan shows <br />"LI" zoning for this area. Handler Smith stated his intentions were <br />to put a restaurant on the property and that he was working on an agree- <br />ment with City Manager Gonzalez to address the traffic concerns in the <br />area. No one else wished to speak In favor or against the zoning change <br />request, so Mayor Craddock closed the public hearing. Mrs. Norris moved <br />to approve the Ordinance on first reading and Mr. Farr seconded the mo- <br />tion, which passed unanimously. <br />
