It shall include, in all contracts in eXCCS5 of $2,000 for work on any projects funded under the grant agrc:c:ment which in~ labor, provisions establi5hing minimum rates or wages, to be predetermined by the: Sc.crctary or Labor, in accordance with the Davis-Baron Act, as amended (40 U.S.c. 2768-2768-5), whicb contraclOI'l shall pay to skilled and unskilled. labor, and such minimum rates shall be. stated in the invitation for bids and sball be included in proposals or bids for the work. 15. It will pnMde and maintain competent technical supervision at the construction site throughout the project to lUi5ure that the wort CODforms with the plans, specifications, and schedules appl'OYCd by the Secretary for the project.
