<br /> provide, aeronautical KIVÍce5 to the pubüc. Por purposes of this p8J'8II'8ph. the pl'OYiding of Krvica at an airport by a single
<br /> fued-bucd openator shall Dot be coœtrucd u an exclusive right if both of the following apply:
<br /> a. It would be unreasonably c:œtly, burdensome, or impractical for more than one fued-bued openator to provide such

<br /> b. If allowing more tban one flXed-bucd operator to plOYide sucb KIVÍce5 would require the reduction of space leued

<br /> not conducted in conjunction with other aeronautical activity, rep8ir and maintenance of aircraft, ule of aircraft paru, and
<br /> any other activities whicb becaUK of their direct relationship to the operation of aircraft can be reprded u an aeronautical
<br /> activity, and that it will terminate any exclU5ive right to conduct an aeronautical activity now existing at 5uch an airport before
<br /> the grant of any _istance under the Airport and Airway Impl'OYement Act of 1982.
